Adding new voice service to exhausted rural cable routes, presents Local Exchange Carriers (LECs)
with a unique set of challenges where (1) an immediate service order response is needed and (2) the
demand for service, along the typically “long thin” rural route, does not justify extensive cable
rearrangements, cable placements or a Digital Loop Carrier (DLC) installation. Additionally, LECs
