The Mekong River Delta in Vietnam can be considered as a large tropical wetland, in which two typical eco-forest wetlands can be distinguished: the inland Melaleuca forest wetlands and the coastal mangrove forest wetlands. Their main functions are the provision of forest commodities, the regulation of the water balance and biodiversity conservation. However as elsewhere under human pressure their existence is under the threat of forest fires and deforestation. Their protection requires the implementation of a multi-level national or sub-national planning policy.

The JICA-assisted “The Study on Urban Transport Master Plan and Feasibility Study in Ho Chi Minh Metropolitan Area” was conducted with the following main objectives: Formulation of a comprehensive Master Plan up to 2010 and 2020 for the urban transport system in the HCM metropolitan area, and a Short-term Action Plan up to 2005; conduct of feasibility studies on selected priority projects; and conduct of technology transfer on database development, modeling, and plan formulation to the Vietnamese counterpart staff during the course of the study.
In order to formulate a transport Master Plan, a short-term action plan, and feasibility studies in Ho Chi Minh metropolitan area, it is needed to acquire fundamental, comprehensive and sufficient information on traffic and transport situation as well as present problems in the study area. range of crises that have become plausible has expanded, and utilities now are
