Standard economic theory argues that international private capital flows will make a major contribution to development to the extent that they will flow from capital-abundant industrialized countries to capital-scarce developing countries, and help to smooth spending throughout the business cycle in capital-recipient countries. In recent years, reality has contradicted both aspects of this standard theory. For the last seven years, developing countries have transferred large amount of resources to developed countries.
The Government of Canada’s Interim Plan 2001 on Particulate Matter and Ozone includes a commitment to develop an action plan to reduce VOC from products. The $120.2 million package for clean air initiatives announced in the budget of February 2001 included resources for development and implementation of this plan, with additional resources for work on VOC-containing products included as part of the $40 million provided in the budget of February 2003.
In this paper we present a thorough evaluation of a corpus resource for Portuguese, CETEMPúblico, a 180million word newspaper corpus free for R&D in Portuguese processing. We provide information that should be useful to those using the resource, and to considerable improvement for later versions. of systematic review, document analysis, and global expert opinion to review the extent of this problem.
This paper proposes a novel method that exploits multiple resources to improve statistical machine translation (SMT) based paraphrasing. In detail, a phrasal paraphrase table and a feature function are derived from each resource, which are then combined in a log-linear SMT model for sentence-level paraphrase generation. Experimental results show that the SMT-based paraphrasing model can be enhanced using multiple resources. The phrase-level and sentence-level precision of the generated paraphrases are above 60% and 55%, respectively.
This paper proposes an approach to improve word alignment for languages with scarce resources using bilingual corpora of other language pairs. To perform word alignment between languages L1 and L2, we introduce a third language L3. Although only small amounts of bilingual data are available for the desired language pair L1-L2, large-scale bilingual corpora in L1-L3 and L2-L3 are available.
