This paper examines the incentives and disincentives for the adoption of Good Agricultural
Practices (GAPs) by farmers and by downstream handlers of farm outputs in developing
countries. GAPs cover a diverse set of objectives and have been developed by a wide array of
interest groups from private supply chain-driven systems tied to individual retailers, and
industry-wide systems driven by retailer or producer associations, to programmes developed
within national policy frameworks or promoted by international agencies....
The fruit industry in Vietnam has a great potential and plays an important role in
agricultural production. In 2003, Vietnam exported US$43 million of high value fruit to
high-income countries and imported US$14 million of fruit and vegetables. Vietnam is
experiencing difficulties in competing with other Asian nations in export markets and its
own domestic market, especially with China and Thailand. This suggests that Vietnam’s
horticultural industries require substantial development to be globally competitive.
Vietnamese consumers are demanding safer and higher quality fruit.
Producers of dragon fruit in Vietnam have seen prices for their fruit decline by about 60%
since 2000 which can be attributed, in part, to their dependence on local and nearby
exports. There are about 10 major exporters in Vietnam but a significant portion of the
total production is sourced from many small-holder growers. During the previous dragon
fruit GAP project 037/04VIE, growers were evaluated through a benchmarking study to
determine the status of the dragon fruit producers against the standards required by high
value export markets....

The proposal provides for short course training in marketing and policy analysis related to the post harvest sector and the resource sectors. Organic is the one of the fastest growing agricultural markets due to consumer’s increased
concern about their own health, the environment, and the reported crises and emergencies
worldwide on food safety and environmental issues in recent decades. It has now became an
alternative for an increasing number of consumers that are worried about the presence of
chemicals residues and the negatives consequences on the environmental caused by chemical
intensive production methods.
The U.S. food and agricultural sector is undergoing rapid change in
production, distribution, and consumption of food and fiber, and in technology.
There have been dramatic increases in production and marketing coordination,
market contracting, concentration of agricultural output by fewer and fewer
operations, and consolidation of agricultural operations. These increases are
manifested in significant long- and short-term changes in farm size, number,
distribution, and location.
Fresh fruit and vegetables have become a major part of Vietnam’s crop production, and have the potential to provide major export revenue. To enable Vietnam to exploit these markets and meet the stringent quality standards required, much greater attention needs to be placed on better postharvest handling, safety and packaging of fresh produce.

We focus on the impact of two main policy changes: first, the increase in the rice export quota and the significant increase in the price of rice, especially in the south; second, liberalization of the fertilizer market and the sharp drop in the price of fertilizer. To this end, we document changes in the empirically observable “institutional environment,” exploring changes in rice and other crop prices as well as fertilizer prices.
