A Foreign Currency Hedge Suppose an American electronics manufacturer has just delivered a large shipment of finished products to a customer in France. The French buyer has agreed to pay 1 million French francs in exactly 30 days. The manufacturer is worried that the French franc may be devalued relative to the American dollar during that interval. If the franc is devalued, the dollar value of the promised payment will fall and the American manufacturer will suffer losses.
Demand expression varies by the kind of goods or services being
delivered. Water supply and latrines are an example of essentially
private goods, goods that are individually used and for which indi-
vidual users can express and realize a willingness to pay. Public
choices are more complicated with respect to public goods such as
schools or rural roads; a differentiated strategy for eliciting demand,
depending on the kind of subproject that is being produced, is needed.
Another key element in this regard is the creation of attractive investment packages for
potential buyers, possibly with government financial support. If the government does not
have sufficient access to specialized knowledge for the effective restructuring and
management of assets, taxpayers may be forced to cover disproportionately high losses,
despite a purchase price that accurately reflects the underlying value of the illiquid assets.

The chapter covers both the local and international sources of financing that are available to public and private buyers, including the various private and nonprofit financial institutions.The chapter also examines such offshore financial centers as the Euromarket and the Asian Dollar Market.

The rebounding for-sale housing market, including the decreasing “shadow market” of foreclosed units, will
continue to affect the apartment market. Sales activity has increased as financing becomes more readily
available, particularly for first time home buyers, thereby improving absorption of the oversupply of single
