The Texas Higher Education Assessment (THEA) was designed to ensure that students in Texas obtain
the reading, math, and writing skills necessary to take on college-level work. The test portion of the
program is administered and developed by the Texas Higher Education Coordinating Board (THECB)
and National Evaluation Systems, Inc. (NES). It was created to help educators identify students who may need
remedial help before pursuing higher-education courses.

The Millennium Ecosystem Assessment was called for by United Nations Secretary-General Kofi Annan in 2000 in his
report to the UN General Assembly, We the Peoples: The Role of the United Nations in the 21st Century. Governments
subsequently supported the establishment of the assessment through decisions taken by three international
conventions, and the MA was initiated in 2001.

quote: Organizational performance is synonymous with chief executive performance.
The approach in this case is that the board, with information from the executive and
staff, sets organization-wide goals annually, consistent with the strategic plan and
the policies it has developed. These are broad goals, achievable through a variety of
means and through a coordination of the organization’s activities. To the degree pos-
sible, measurable but realistic results are specified.
As we have witnessed during this crisis, financial stress can spread easily and quickly
across national boundaries. Yet, regulation is still set largely in a national context.
Without consistent supervision and regulation, financial institutions will tend to move
their activities to jurisdictions with looser standards, creating a race to the bottom and
intensifying systemic risk for the entire global financial system.
The Education Division of ICAR has been guiding and coordinating agricultural education in
the country. With the establishment and growth of State Agricultural Universities, revision of courses
and curricula in agricultural and allied sciences has been taken up periodically through Deans'
