Allocation is a cross-cutting challenge that has risen to priority status with the rapidly
approaching deadlines for the implementation of annual catch limits (ACLs) and accountability
measures (AMs). Allocation discussions and decisions are unique to each fishery and are shaped
by innumerable natural, social and economic factors. Despite these differences, all allocation
decisions address the fundamental question of how to distribute a limited renewable resource
among user groups. Allocation decisions introduce new challenges as well as opportunities.
In considering the subject which forms the chief topic of this paper, we are not primarily concerned with the
question of settlement, intimately related though it be to the larger problem of colonial control.

The Customer Satisfaction Work Group (Work Group) of the Workforce
Information Council (WIC) was appointed to explore the issue of customer satisfaction as

Through the cooperation of State Councils of Defense, Chambers of Commerce, local War Boards, and Motor Clubs, the Council of National Defense, through its Highways Transport Committee and its State Councils Section is building up a system for more efficient utilization of the highways of the country as a means of affording merchants and manufacturers relief from railroad embargoes and delays due to freight congestion.
