  • Legal definitions of IPV reference state or federal laws and generally refer specifically to threats or acts of physical or sexual violence including forced rape, stalking, harassment, certain types of psychological abuse and other crimes where civil or criminal justice remedies apply. Laws vary from state to state. Since non-physical forms of IPV can have many medical, psychological, behavioral and developmental effects, the definition used in these Guidelines is better suited for the identification and treatment of IPV in the health care setting.

  • Our study panel began deliberations with significantly divergent views on the meaning of the concept of “psychological consequences” and the definition of terrorism. In addition we had many perspectives on the appropriate preventive and therapeutic roles of public health and mental health systems with respect to the psychological consequences of terrorism. We agreed that terrorism affected humans in all walks of life and that societal terrorists are as diverse as the individuals they terrorize in society.

Studies conducted in China (Hong Kong SAR), Finland, Greece, India, Ireland, Israel, Norway, Poland and South Africa have approached the topic in distinctly different ways (8). Norwegian researchers, for instance, identified abuse with a ‘‘triangle of violence’’ that includes a victim, a perpetrator and others, who – directly or indirectly – observe the principal players.
