  • As mentioned, the DNS “phone book” looks like a hierarchical system. This is also reflected in how the actual database which holds the information is implemented. Instead of having a big database containing answers to all queries, DNS works by delegating the responsibility, or “authority”, for each hierarchical component (i.e., a subtree of the DNS hierarchical tree, also called a “zone”) to the servers that should be responsible for that component. These servers can further sub-delegate authority, resulting in a distributed database based on a tree topology....

  • This paper analyses empirically if there is a link from central bank finances to inflation. There is no consensus on this issue in the academic literature. On the one hand, there are papers arguing that a central bank’s financial weakness can lead to “policy insolvency”. On the other hand, some authors argue that central bank financial strength is just one of many features of the monetary policy institutional set-up, and that its link to inflation is far from straightforward. In terms of country case studies, one can find examples in both directions, too.

The research was largely undertaken on a part time basis, while I worked for the New Zealand Maritime Safety Authority. While undertaking any research under such circumstances can be demanding, this drawback was more than compensated for by the unique circumstances I found myself in, as a New Zealand delegate to the IMO for five years. In this capacity, I actively participated in developments that are the focus of this research.

With this delegation of authority comes the risk of managers making decisions based on their individual goals that can be sub-optimal for the organization as a whole. One example of dysfunctional decision-making occurs when business units or divisions within the organization buy goods and services from one another and each unit or division manager is evaluated on reported profits. In this chapter we address this potential problem.
