  • This thesis is about the metaphors of the rainbow and the fogbow, investigations and evaluations, public internet monitors, writing women, reflections and discussions about politics, design and democracy. It is also about the ongoing re-structuring of participation in service design within the development of eGovernment. The aim behind the drive towards eGovernment is to modernise administration and make it more efficient. The transformation and modernisation of public services are proclaimed to bring about a change in services based on a ‘citizen-centred approach.

  • Moving away from these assertions, the aim of this paper is to identify and analyze the primary issues, opportunities and challenges that eGovernment initiatives present for developing countries. The insights and results here presented are based on an empirical, web- based research of 15 case studies undertaken in developing countries (Argentina, Brazil, Chile, China, Colombia, Guatemala, India, Jamaica, the Philippines) which have already explored and implemented eGovernment initiatives.

  • EGovernment means different things for different people. Some simply d efine it as digital governmental information or a way of engaging in digital transactions with customers. For others eGovernment simply consists of the creation of a web site where information about political and governmental issues is presented. These narrow ways of defining and conceptualizing eGovernment restrict the range of opportunities it offers.

  • The potential for eGovernment in developing countries, however, remains largely unexploited, even though. ICT is believed to offer considerable potential for the sustainable development of eGovernment. Different human , organizational and technological factors, issues and problems pertain in these countries, requiring focused studies and appropriate approaches. ICT, in general, is referred to as an “enabler”, but on the other hand it should also be regarded as a challenge and a peril in itself.

As with e-commerce, eGovernment represents the introduction of a great wave of technological innovation as well as government reinvention.
