In September 2003, Lou Carter’s Best Practices Institute performed a research
study on trends and practices in leadership development and organization
change. BPI asked organizations in a range of industries, sizes, and positions
in the business cycle to identify their top methods of achieving strategic change
and objectives. The study found that there is a strong demand, in particular, in
the following areas of leadership development and organization change (see

global tourism receipts increased at an annual rate of nearly 8 per cent,
much faster than the rate of world economic growth of around 3 per cent.
In 2000, income from tourism combined with passenger transport totaled
more than $575 billion, making this sector the world number one export
earner, ahead of automotive production, chemicals, petroleum and food
(UNEP web site1).
PL/SQL (Procedural Language/Structured Query Language) is Oracle Corporation's procedural extension language for SQL and the Oracle relational database. Server-side PL/SQL is stored and compiled in the Oracle Database and runs within the Oracle executable. No book is the product of its author(s) or editor(s) alone. This book is no
different. Accordingly, we would especially like to thank Dr. Don Cole,
president of the Organization Development Institute, for his support of this
project. Although he did not see the many drafts of this work, he was supportive
of it. It was his original idea to define the knowledge and skill necessary for
competence in OD.
As developing Asia rebounds from the global economic crisis ahead of
the rest of the world, the Asian Development Outlook 2010 (ADO 2010)
predicts growth exceeding 7% in the region this year and next. Although
that is still lower than the precrisis outcome of 9.6% in 2007, such a
healthy rebound, from a low of 5.2% in 2009, would be welcome.
At the close of the 1980s, considerable doubts had begun to emerge among
international donor agencies regarding the cost-effectiveness of publicly
owned and managed technical and vocational education and training (TVET).
Based on extensive analysis, a 1991 World Bank Policy Paper on TVET found
a diverse market for skills development globally with national training systems
consisting of public training, private training, and enterprise-based training.
The purpose of this state of the art review is to assess what is currently assumed and believed about
the relationship of skills development to poverty reduction, and to place that in historical perspective.
There will be a particular attempt, where possible, to examine what is known about skills in rural
areas. This task is made more complex by the fact that both ‘skills development’ and ‘poverty
reduction’ are neologisms; they have not been in common parlance for much more than a decade.
