A perpetual challenge facing city governments is the quality of political leadership.
Eff ective mayors provide a sense of direction and help ensure that all parts of city

Japanese business has changed tremendously in the past decade.
Once sacred institutions such as lifetime employment and
seniority - based promotion in the workplace have increasingly been

been changes in the balance of clinical and academic connections. A European school has
started to emerge.

A leader is someone who sets direction in an effort and influences people to
follow that direction. It is important to have skills in forming, leading and facilitating a
project team. However, a coherent theoretical foundation that explains how leadership
engages people fully and effectively is lacking (Howell, 2006).
This research will provide a clearer understanding of the concept of leadership in
projects, discussing how and why it works, and the ways to make project teams more
dynamic and effective.
Consensus is always difficult. Even in the setting of level I evidence, competing
interpretations, experiences and interests present challenges to the best-intentioned analyses.
Consensus requires commitment to the process, time, a spirit of collaboration and, above all,
For many, Andy Novick’s career was both the quintessence of leadership and the
