This report summaries major achievements of the CARD project entitled “Improvement of operator
skills and technology in small rural sawmills in Vietnam”. An extensive survey of the needs of the
rural sawmilling industry has identified the current and future prospects for forest industries in
Vietnam. It highlights the very significant importance of this industry to the economy of Vietnam and
future well being of rural populations.
Over the last twenty years the proportion of development cooperation resources
earmarked for agricultural development has dwindled to between 6 and 7 per cent of
total bi- and multilateral Official Development Assistance. This is despite the fact
that 80 per cent of the world’s poor live in rural agricultural areas, and that the poor
are disproportionately affected when political, military and natural events lead to
regional or global food shortages.
In the long-term perspective, success in achieving both consumer benefits
and increasing competitiveness depends on the quality of basic research. In
often highly specialised areas, research co-operation between scientists in
different member states is of utmost importance to achieve and maintain a
high level of quality. Within EU research activities, the transnational nature of
research should hence be dealt with by combining complementary expertise
in different countries, also leading to increased research productivity through
