  • Since the 1945 publication of Vannevar Bush’s Science—The Endless Frontier, the federal government has played the predominant role in supporting research and development (R&D) and in establishing public policies that affect science and technology (S&T) in the United States. That role remains vitally important today. Almost every major policy issue is influenced by scientific and technological information and expertise. There remains a clear and ongoing mandate for a cohesive set of federal policy and programs that both sustain R&D and promote the application of new knowledge....

Companies also incur expenses associated with verifying—adjusting—the amount of loss claimed. These expenses include, for example, loss adjusters’ compensation and their travel expenses to farmers’ fields.

  • A mandate requiring all individuals to pur- chase health insurance would be an unprece- dented form of federal action. The government has never required people to buy any good or service as a condition of lawful residence in the United States. An individual mandate would have two features that, in combination, would make it unique. First, it would impose a duty on individuals as members of society. Second, it would require people to purchase a specific service that would be heavily regu- lated by the federal government.

  • Since not all organisations can afford to form a complete, internal IS audit team, a co-operation with other organisations may make sense. One possible solution to cover all required topics could be to sign co-operation agreements with other organisations to exchange security experts. Department IS audit team: Another alternative for federal agencies is to place the IS audit teams or competency centres in one department. The IS audit team could be established centrally in the top federal agency level.

  • ABSTRACT This paper is a review of recent trends in United States expenditures on research and development (R&D). Real expenditures by both the government and the private sector increased rapidly between the mid-1970s and the mid-1980s, and have since leveled off. This is true of both overall expenditures and expenditures on basic research, as well as funding of academic research. Preliminary estimates indicate that about $170 billion was spent on R&D in the United States in 1995, with ≈60% of that funding coming from the private sector and about 35% from the federal government.
