Despite broad international recognition of the criminalization of illicit enrichment, it has not been universally accepted as an anti-corruption measure. Instead, criminalization of illicit enrichment continues to generate extensive debate and controversy. Against this background, this volume aims to provide an analysis of how illicit enrichment works, and attempts to shed light on any contributions that it has made to the fight against corruption and the recovery of stolen assets.

This volume brings together five chapters from Disease
Control Priorities in Developing Countries, 2nd edition (DCP2
Jamison and others 2006). These chapters cover mental disorders,
neurological disorders, learning and developmental
disabilities, and alcohol and illicit opiate abuse. The purpose
of this special package is similar to the overall objective of the
parent volume - to provide information on cost-effectiveness
of interventions for these specific groups of disorders.
One of the lessons I learned early in life is to never confess the stupid

Phencyclidine (PCP) ( Fig. 8.1), a synthetic arylcyclohexylamine hallucinogen, had been first applied as an anaesthetic to animals and then to humans for a short period. PCP is known by street names of “angel dust” and “crystal”. Illicit use of PCP first appeared during mid-1960s along the West Coast, and then peaked in the United States in 1979; illicit PCP use declined by 1992. However, daily use of PCP has remained stable among young school seniors over the past decade; PCP is thus being an important drug of abuse [1–3].

tober 2007. Consistent with FinCEN’s mission to provide beneficial information to
law enforcement, regulators and regulated industries, this report will present indicia
of possible illicit activity that some insurance companies have identified, and hence
raise awareness of possible risks and vulnerabilities.
This report offers insight into the quality of the reporting.
The data revealed some potential trends in illicit activity. Some of the typologies
evidenced in the narratives appeared very similar to classical examples of the money
laundering stages of layering and integration.
For example, subjects sometimes
used multiple cash equivalents (e.g., cashier’s checks and money orders) from differ-
ent banks and money services businesses to make policy or annuity payments, and
then cashed out the insurance products to potentially disguise the original source
of the funds.
The abuse of amphetamines is of national concern from a public health
perspective. Review of this subject is timely and important, because the
problem of amphetamine-like drugs has recently been amplified by the
introduction of designer drugs in the illicit market. There has been an
increasing number of attempts by chemists in clandestine laboratories to
synthesize structurally altered congeners that might intensify the moodaltering
property of this class of compounds.
The illicit and covert nature of counterfeiting makes evaluating the exact value of
these markets problematic and to be regarded with some caution (OECD, 1998; Dixon
and Greenhalgh, 2002). However, estimates of the economic cost of counterfeiting to
industry and government offer some indication of the size of the markets. Quoting
European Commission figures, the OECD estimated in 1998 that counterfeit goods
were worth between 5-7 per cent of world trade, and had demonstrated 150 per cent
growth in value between 1990 and 1995 (OECD, 1998, p.23).
How prevalent are pay per click scams? In the U.S. alone, scammers hijack nearly 600
million clicks monthly with illicit ads. These hijacked clicks drive up advertising costs
for legitimate brands—and cost additional billions in lost revenues, reduced marketing
effectiveness and brand dilution. The scams also affect brand loyalty and consumer
trust as consumers, expecting to have an authentic brand experience, come across
illicit sites or inferior goods.
Marketers and eCommerce professionals, severely impacted by PPC scams, should
take the lead in fighting them.
