  • On September 15, 2008, Lehman Brothers, the fourth-largest U.S. investment bank, filed for bankruptcy, marking the largest bankruptcy in U.S. history and the burst of the U.S. subprime mortgage crisis. Concerns about the soundness of U.S. credit and financial markets led to tightened global credit markets around the world. Spreads skyrocketed. International trade plummeted by double digits, as figure O.1 illustrates. Banks reportedly could not meet customer demand to finance international trade operations, leaving a trade finance “gap” estimated at around $25 billion.

In a paperback of 1961, a new chapter was added on rent control, which had not been specifically considered in the first edition apart from government price-fixing in general. A few statistics and illustrative references were brought up to date. Otherwise no changes were made until now. The chief reason was that they were not thought necessary.

The data are from a large Greek bank, covering tens of thousands applications by individuals for credit products. 4 Columns 1 and 2 show the monthly declared income and monthly payments on household credit products for self-employed individuals across di§erent industries, and column 3 presents the ratio of payments-to-income. On average, self-employed Greeks spend 82% of their monthly reported income servicing debt.

The first two rea- sons—too much borrowing and weak statement—account for about 50 percent of the total number of rejections and suggest that the vocational and financial characteristics of these prospective borrowers were unsatisfactory.   • Rapid expansion in international credit bears watching because, in many boom-bust credit cycles in the past, such credit tended to grow faster than overall credit during the boom.5 We illustrate this broad finding with data from several European countries that have suffered credit booms and busts since 2000. The central bank also imposes an indicative target, which may not be binding at all times, for total credit in the banking system.
