Impact assessment is increasingly becoming – mostly by statutory obligation
but also for reasons of good practice – part and parcel of more and more
development proposals in the United Kingdom and in Europe. For instance,
while the Department of the Environment (DoE) in Britain was expecting
about 50 Environmental Statements each year when this new practice was
introduced in 1988, the annual number soon exceeded 300.
An environmental impact statement (EIS), under United States environmental law, is a document required by the National Environmental Policy Act (NEPA) for certain actions "significantly affecting the quality of the human environment". An EIS is a tool for decision making. It describes the positive and negative environmental effects of a proposed action, and it usually also lists one or more alternative actions that may be chosen instead of the action described in the EIS. Several US state governments require that a document similar to an EIS be submitted to the state for certain actions.

Land lease and ownership expenditures by wildlife recreation participants are rising and appear to be capitalized into farmland values. This report emanates from the results of a study that examined the impact of HIV/AIDS on the public and private health facilities in South Africa, and outlines the subsystems that are affected. Both public and private sector health facilities have reported an increase in the number of patients seeking clinical care for people living with HIV/AIDS, leading to increased admissions to medical and paediatric wards and increased workloads. This study addresses these issues and makes recommendations for managing the HIV/AIDS case load.

The generalised nature of the HIV/AIDS epidemic in South Africa means that it impacts unevenly on businesses. Companies respond in varied ways, and with varied means, to the challenges posed by the epidemic. Assessment of the impacts of HIV/AIDS, and of the responses of companies to it, are critical to help mitigate the impact of the epidemic on productivity, labour costs, and the supply of skills.
In this paper, we present a study of a novel summarization problem, i.e., summarizing the impact of a scientiﬁc publication. Given a paper and its citation context, we study how to extract sentences that can represent the most inﬂuential content of the paper. We propose language modeling methods for solving this problem, and study how to incorporate features such as authority and proximity to accurately estimate the impact language model. Experiment results on a SIGIR publication collection show that the proposed methods are effective for generating impact-based summaries. ...
This paper presents an extensive evaluation of ﬁve different alignments and investigates their impact on the corresponding MT system output. We introduce new measures for intrinsic evaluations and examine the distribution of phrases and untranslated words during decoding to identify which characteristics of different alignments affect translation. We show that precision-oriented alignments yield better MT output (translating more words and using longer phrases) than recalloriented alignments. ...
Expenditures on public transit operations (bus and train maintenance and driving) tend to
create relatively large numbers of jobs. According to one study, money spent on public
transport produces almost 9% more jobs than roadway repair and maintenance projects,
and nearly 19% more jobs than new roadway projects, assuming half the transit funds are
spent on new capital projects and half on operations (STPP 2004).
Convolution kernels support the modeling of complex syntactic information in machinelearning tasks. However, such models are highly sensitive to the type and size of syntactic structure used. It is therefore an important challenge to automatically identify high impact sub-structures relevant to a given task.
Even though collaboration in peer learning has been shown to have a positive impact for students, there has been little research into collaborative peer learning dialogues. We analyze such dialogues in order to derive a model of knowledge co-construction that incorporates initiative and the balance of initiative. In recent years, Nhat Le estuary has been accreted due to the development of a spit bar in the south bank, which obstructs the waterway navigation, the flood drainage and causes erosion in the north bank endangering the infrastructures of Dong Hoi city. This study shows the simulation of short-term and long term bed level changes in 10, 50 and 100 years of the estuary and the impacts of applied structural solutions using Delft3D, a model developed by Delft Hydraulics.
The impact of higher oil prices on economic growth in OPEC countries would depend on a variety of factors, particularly how the windfall revenues are spent. In the long term, however, OPEC oil revenues and GDP are likely to be lower, as higher prices would not compensate fully for lower production.
