The [NASA] Administrator, in consultation with other agencies with space science programs, shall enter into an ar-
rangement with the National Academies to assess impediments, including cost growth, to the successful conduct of
interagency cooperation on space science missions, to provide lessons learned and best practices, and to recommend
steps to help facilitate successful interagency collaborations on space science missions.

Cuba is nearing the end of the Castro era. When that end arrives, the government that succeeds Fidel Castro, as well as the Cuban people themselves, will need answers to the following questions: How is Castro’s more than four-decade rule likely to affect a post-Castro Cuba? What are the political, social, and economic
The development of robust accuracy assessment methods for the validation of spatial data
represents a difficult challenge for the geospatial science community. The importance and timeliness
of this issue are related directly to the dramatic escalation in the development and application of
spatial data throughout the latter 20th century. This trend, which is expected to continue, will
become increasingly pervasive and continue to revolutionize future decision-making processes.
This book is the definitive guide to the application of agile development with Scrum and modern software engineering practices using Visual Studio 2010. You’ll learn how to use Visual Studio 2010 to empower and engage multidisciplinary, self-managing teams and provide the transparency they need to maximize productivity. Along the way, Guckenheimer and Loje help you overcome every major impediment that leads to stakeholder dissatisfaction—from mismatched schedules to poor quality, blocked builds to irreproducible bugs, and technology “silos” to geographic “silos.”...
The inevitability of a disease sounds a clarion for its prevention, or at least its control.
Understanding its pathophysiology is essential to that process. For osteoarthritis,
preconceived notions and mythology must be transcended to allow identification of its
essentials. The first step was to establish a scientific basis for its recognition. Sorting
associated phenomenon allowed identification of those which are non-diagnostic, and
one major finding which is pathognomonic: the joint osteophyte.
Such jobs would then be gone, to be replaced by jobs requiring much more
sophisticated mathematical training. The mathematics needed for these
machines, as was case with engines, has been the main impediment to actual
wide-scale implementation of such robotic mechanisms. Recently, it has
become clear that the key mathematics is available, (the mathematics of
algebraic and geometric topology, developed over the last 80 - 90 years),
and we have begun to make dramatic progress in creating the programs
needed to make such machines work.
Doug and I have known each other online for many years. We both became Microsoft MVPs about 10 years ago, and have been friends ever since. Both of us had been writ- ing for magazines for years. Although we’d been talking about writing a book together for about five years now, there had always been an impediment, usually work, and it hadn’t happened. Finally Wiley approached us with an offer and we decided that we couldn’t put it off any longer. This book is the result
The toxic assets currently plaguing the German banking system are for the most part
complex mortgage-backed securities originating in the US housing market. The
anonymity of the US-based original borrowers and the large number of intermediate
institutions involved in the packaging and onward sale of these securities represent
serious impediments to the identification of the relevant counterparties for debt
restructuring. Hence, there are fewer instruments available for restricting the bad bank’s
losses than in the past.
The financial sectors in South Asia Region (SAR) are dominated by commercial banks, which account for the vast majority of the financial system s assets. The domestic debt markets including the government bond and corporate bond markets are at an early stage of development and there are few institutional investors. In recent years, countries in SAR have attempted to develop local debt markets, although the pace of development remains uneven and slow due to many regulatory and institutional impediments....
The Securities and Exchange Commission (“Commission” or “SEC”) has
prepared this Report on the role and function of credit rating agencies in the operation of
the securities markets in response to the Congressional directive contained in the
Sarbanes-Oxley Act of 2002 (“Sarbanes-Oxley Act”).
In addition to these three roles, there are other important contributors to the success of the
project: Perhaps the most important of these are Managers. While their role evolves in Scrum,
they remain critically important – they support the team by respecting the rules and spirit of
Scrum, they help remove impediments that the team identifies, and they make their expertise
and experience available to the team.
This report examines the Air Force’s training management and decision processes to determine the need for data to support informed decisionmaking. It briefly reviews training management systems and associated organizational arrangements in the other services and the private sector to draw insights for a model management system for the Air Force. Impediments to training planning and management in the current Air
Malaria and other vector-borne diseases are major contrib-
utors to the total global burden of disease and a significant
impediment to socioeconomic development in resource-
poor countries. Although vector control has a proven record
of saving lives by preventing, reducing or eliminating
transmission, its benefits are far from being fully realized.
The Global Strategic Framework for Integrated Vector
Management (IVM) provides a basis for strengthening
vector control in a manner that is compatible with national
DNA transactions in eukaryotes require that proteins gain access to target sequences packaged in chromatin. Further, interactions between distinct nucleoprotein complexes are often required to generate higher-order structures. Here, we employed two prokaryotic site-specific recombination systems to investigate how chromatin packaging affects the assembly of nucleoprotein structures of different complexities at more than 30 genomic loci. The dynamic nature of chromatin permitted protein–DNA and DNA–DNA interactions for sites of at least 34 bp in length.
Syngenta Seeds’ Gary Wietgrefe points out several of the impediments to
widespread adoption of HTF corn (Ed Zdrojewski in BioFuels Journal,
2003b). To begin with, starch and ethanol yield vary by geographic region
and from year to year, making an optimizing hybrid choice difficult.
Further, choosing a hybrid that maximizes ethanol qualities may mean a
tradeoff with yield and other potentially valuable qualities, such as protein
content and even test weight (because of moisture). Testing equipment pres-
ents its own challenges.
Of the complications of oral iron therapy, gastrointestinal distress is the most prominent and is seen in 15–20% of patients. Abdominal pain, nausea, vomiting, or constipation may lead to noncompliance. Although small doses of iron or iron preparations with delayed release may help somewhat, the gastrointestinal side effects are a major impediment to the effective treatment of a number of patients.
The response to iron therapy varies, depending on the erythropoietin (EPO) stimulus and the rate of absorption.
In Vietnam rodents are one of the three most important problems identified by the agricultural sector. The damage caused by rodents in agricultural systems is an important impediment to rural development in the Mekong Delta region. This proposal capitalises on the research findings and on the measurement of farmers' belief and practises associated with rodent control in the Mekong Delta.
On the theory side, research has proceeded along two distinct fronts. First, one
needs to explain what prevents rational arbitrageurs from eliminating these and other
predictable patterns in returns. Work in this “limits to arbitrage” vein has focused on the
risks and market frictions that arbitrageurs face. These include simple transactional
impediments, like short-selling constraints, as well as a variety of other complications.
