The point of departure of this book is that the disciplines of international
law and international relations are inexorably inter-linked. Neither can be
understood properly in isolation. Like every legal system that operates in
aspeciﬁcsocietal system, international law functions in the international
system. International law grows out of the international society: it reﬂects
the particular character of this society, and it also affects the relationships
among the actors in this system.
Strong internal control, including an internal audit function and an independent
external audit, are part of sound corporate governance. In banks, these are also important for
the safety and soundness of operations and can contribute to an efficient and constructive
working relationship between bank management and banking supervisors. Appropriate
communication between banking supervisors and banks’ internal and external auditors will
improve the effectiveness of audits and supervision.
That rapid globalization is taking place in businesses around the world is beyond
dispute. If multinational firms are to prosper now and in the future, their managers
must be able to function in a global context—formulating and implementing strategies,
inventing and utilizing technologies, and creating and coordinating information.
International assignments are the single most powerful means for developing

In 2006, we organised the survey as a joint initiative with the Czech Institute

The OECD International Network on Financial Education (INFE) has developed a survey instrument
that can be used to capture the financial literacy of people from very different backgrounds in a wide range
of countries. The questionnaire is designed to be used in face-to-face or telephone interviews.
The survey comprises good practice questions drawn from existing financial literacy questionnaires.
With each passing year, international organizations such as the United Nations
and the World Health Organization become more essential to serving the vital
requirements of states and state goals of security and well-being for their central
interests, especially their people. Organizations at one level serve the needs of
their members and at a higher level "harmonize the action of nations" in the
pursuit of common goals in the finely crafted words of Article 1 of the U.N.
Charter and constitution.
Territorial autonomy is an important constitutional phenomenon, but because the
sub-state entities that can be identified as territorial autonomies are relatively small,
the phenomenon is often overlooked in systematic presentations of constitutional
law. This is not to say that treatises of national constitutional law would completely
lack information about territorial autonomies, but the internal functioning of substate
entities, in particular, is not known to a wider audience.
