The National Research Council was mandated by the government to research the use of space-based observation of the earth in order to determine environmental changes. The committees were asked to determine the questions that should be addressed, taking into account the intended federal and local agencies that would use the data acquired. They then had to prioritize the experiments and observations knowing that it will be impossible to fund them all. The results make extremely sobering reading.

The promoter or sponsor must be involved in all of the planning phases to ensure a
successful event. Often, the promoter is interested in monetary gain more than he or she is
interested in public safety. If this appears to be his or her primary goal, local agency
participation is essential. You may encourage the promoter to cooperate by linking
attendance at planning meetings with the permit process and issuance. For example, the
permit to host the event may require the promoter’s presence at the initial planning
meeting. Teamwork promotes successful events.
As early as the beginning of the 20th century Rudolf Diesel proposed vegetable oil as
fuel for his engine.1 A short time later, before and during World War Two, vegetable
oil was examined in “up-to-date” diesel engines. In 1940 first trials with vegetable oil
methyl and ethyl esters were carried out in France and, at the same time, scientists in
Belgium were using palm oil ethyl ester as a fuel for buses.2 In 1973, the oil crisis
refocused attention on and interest for local energy sources.
In a seminal study in New Haven, CT, United
States, data from a comprehensive annual health
and welfare study of a representative sample of
2812 older people were merged with the database
of the local agency concerned with adult abuse
for each year over a 9-year period (50). Information
for the health survey was recorded by nurses,
who saw the older people at a hospital for the first
year’s data collection and every third year after that.

becoming an intolerable evil. It is the purpose of this book to provide an
introduction to administrative law and its control of government power indicating,
wherever possible, the nature of those powers, the purpose of governmental
functions as well as the scope and effectiveness of legal control.
There is a change happening in the practice of applied anthropology. A new
ﬁeld of ‘indigenous knowledge’ is emerging which aims to make local voices
heard and ensure that development initiatives meet the needs of ordinary
people. Indigenous knowledge, an aspect of participatory approaches to devel-
opment, offers an alternative to schemes and strategies that are imposed on
lesser developed countries by international agencies and state organizations.
The questionnaire requested information on the definitions (either internal or via cross-
reference to an external source) of “credit ratings,” “credit rating agencies,” or any related
terms as well as any references to specific credit rating agencies in LRSPs. Member
authorities were also asked questions regarding the usage of credit ratings and/or references
to credit rating agencies (or, in either case, related terms)
in their LRSPs, including an
explanation of what each LRSP was designed to accomplish and the purpose of using credit
ratings in the LRSP.
Air pollution is one of the most serious
environmental threats to urban populations
(Cohen 2005). Exposures vary among and within
urban areas, but all people living in cities are
exposed, and many are harmed, by current levels
of pollutants in many large cities. Infants, young
children, seniors and people who have lung
and heart conditions are especially affected, but
even young, healthy adults are not immune to
harm from poor air quality.
The abolition of the Audit Commission will also impact on the audit arrangements for local health bodies. Currently, the Strategic Health Authorities, Primary Care Trusts and NHS Trusts are audited under the Audit Commission framework. The Health and Social Care Bill, currently before Parliament, aims to abolish Strategic Health Authorities and Primary Care Trusts and provides for all NHS Trusts to become Foundation Trusts by 2014.
Whether to co-process alternative fuels in cement kilns can be evaluated upon
environmental and economic criteria. As is discussed in detail below, the potential
benefits of burning alternative fuels at cement plants are numerous. However, the
contrary is possible, when poor planning results in projects where cement kilns have
higher emissions, or where alternative fuels are not put to their highest value use. Five
guiding principles outlined by the German development agency, GTZ, and Holcim Group
Congress has recognized the importance of respiratory health and has em-
barked on programs to make a difference. From 1998–2003, Congress doubled
the budget of the National Institutes of Health. We have strengthened the Centers
for Disease Control and Prevention, granted the Food and Drug Administration the
ability to regulate tobacco, improved pollution control through the Environmental
Protection Agency, and funded tuberculosis programs throughout the world
because we realize that in order to control tuberculosis at home, we need to control

The Department of Transportation, for example, does not fully consider how
increased investment in passenger or freight railways might alleviate the need for
additional road and highway expenditures, and does not coordinate the landside
port improvements it funds with Army Corps of Engineers waterside invest-
ments at the very same ports.
An infrastructure bank could be particularly effective at leveraging additional
investment because it would be able to make such investment more attractive to
private investors. A federal bank could help inexperienced states and localities
develop attractive public-private partnerships and could connect willing private
partners with these investment opportunities.
Few issues display more clearly the competition between China’s drive to
become economically developed and to conserve biodiversity than hydropower
development. This is the subject of China’s most recent environmental
controversy. In August 2003, the National Development and Reform
Commission, a powerful economics super-ministry, authorized construction of
a 13-station dam along the Nu1 River (Nujiang) in Yunnan Province. After at
least a decade of construction, the dam would become the world’s largest.
This year, Congress, the Administration, and financial regulators have taken significant
measures to address some of the most obvious inadequacies in our consumer protection
framework. But these steps have focused on just two, albeit very important, product
markets – credit cards and mortgages. We need comprehensive reform.
For that reason, we propose the creation of a single regulatory agency, a Consumer
Financial Protection Agency (CFPA), with the authority and accountability to make sure
that consumer protection regulations are written fairly and enforced vigorously.
The proposed new local audit regime would continue to provide Parliament with the assurances it needs on public spending. The National Audit Office would prepare the Codes of audit practice, which prescribe the way in which auditors are to carry out their functions, and which would continue to be approved by Parliament, and associated guidance. The National Audit Office would also continue to audit Government departments providing funding to local public bodies and will continue to receive Whole of Government Accounts returns.
