  • Rich mark-up can considerably benefit the process of establishing bitext correspondences, that is, the task of providing correct identification and alignment methods for text segments that are translation equivalences of each other in a parallel corpus. We present a sentence alignment algorithm that, by taking advantage of previously annotated texts, obtains accuracy rates close to 100%. The algorithm evaluates the similarity of the linguistic and extralinguistic mark-up in both sides of a bitext. ...

  • This paper examines efficient predictive broadcoverage parsing without dynamic programming. In contrast to bottom-up methods, depth-first top-down parsing produces partial parses that are fully connected trees spanning the entire left context, from which any kind of non-local dependency or partial semantic interpretation can in principle be read. We contrast two predictive parsing approaches, topdown and left-corner parsing, and find both to be viable.

  • According to the objective idealist philosophy, thinking is a product of "absolute idea" as a supernatural instinct, independent, not dependent on the material. According to George Wilhemer Fridrick Heghen: "The concept of absolute origins and its activities can only be expressed in thought, in the form of speculative science alone". [1]. Karl Marx said: "For Heghen, the movement of thinking he personified under the name" the idea "that God created reality; reality is only appearance of ideas"

  • Since 1996, ASP programmers have faced one upgrade after another, often with no extremely visible advantages until version 3.x—it’s been quite a wild ride. Now we have the first significant improvement in ASP programming within our grasp— ASP.NET.Our reliance on a watered-down version of Visual Basic has been alleviated now that ASP.NET pages may be programmed in both Microsoft’s new and more powerful version of Visual Basic or the latest version of C++: C#, which is more Web friendly.ASP.NET allows programmers and developers to work with both VB.NET and C# within the same ASP.

  • Ants communicate information by leaving pheromone tracks. A moving ant leaves, in varying quantities, some pheromone on the ground to mark its way. While an isolated ant moves essentially at random, an ant encountering a previously laid trail is able to detect it and decide with high probability to follow it, thus reinforcing the track with its own pheromone.

  • The starting point for this document was a review of literature on the creative sector and community change guided by Mark Stern and Susan Seifert from SIAP. Next, staff from TRF interviewed people involved in community development and cultural activity in Philadelphia and Baltimore, two cities that exemplify the plight of post-industrial urban centers. We then examined the arts and culture-related investments within TRF’s portfolio and reflected on how those investments relate to TRF’s model of investor-driven change. ...

The collapse in the price of wool and the entry of Britain into the European Union (EU) resulted in marked product- and export-market diversifi cation. New Zealand’s export-product concentration is still somewhat higher than the OECD mean. New Zealand’s export-market concentration, on the other hand, is slightly lower than the OECD mean, refl ecting a more diverse range of export markets.

  • It may seem strange to lump what is supposed to be a way to save the planet Earth with mindsets that prevent environmental progress. Obviously, not all goals of sustainable development act as barriers, but some ideas of this concept simply miss the mark. The Brundtland report, the basis of the Rio Earth Summit in 1992, called on governments to redefine economic activity to become sustainable. The report defines this as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

To accomplish this, SNWA plans to build a 285-mile water pipeline. Recent estimates peg the cost at $3.5 billion, but former federal water planner Mark Bird and others think the true costs could be as much as four times higher. SNWA plans to finance Nevada’s largest-ever public works project with tax-exempt bonds.
