I have been associated with uncertainty calculations for quite sometime. Asia
Metrology Program (APMP) took interest in unification of expressing the measurement
results along with uncertainty. In those days the uncertainty components
were divided according to source of errors. The errors were named as random
and systematic errors. Hence components of uncertainty were named random
uncertainty and systematic uncertainty. Around 1980, BIPM took initiative by
circulating questioners to the countries who were members of Metre Convention.

Perhaps quantum mechanics is viewed as the most remarkable development in 20th century physics. Each successful theory is exclusively concerned about "results of measurement". Quantum mechanics point of view is completely different from classical physics in measurement, because in microscopic world of quantum mechanics, a direct measurement as classical form is impossible. State-of-the-art statistical machine translation (MT) systems have made signiﬁcant progress towards producing user-acceptable translation output. However, there is still no efﬁcient way for MT systems to inform users which words are likely translated correctly and how conﬁdent it is about the whole sentence. We propose a novel framework to predict wordlevel and sentence-level MT errors with a large number of novel features. greed, cost overruns, corruption, unwieldy bureaucratic procedures, waste, an
absence of planning, and leadership ineptness.
We present a human-robot dialogue system that enables a robot to work together with a human user to build wooden construction toys. We then describe a study in which na¨ve subjects interacted with this ı system under a range of conditions and then completed a user-satisfaction questionnaire. The results of this study provide a wide range of subjective and objective measures of the quality of the interactions.
This paper presents methods for a qualitative, unbiased comparison of lexical association measures and the results we have obtained for adjective-noun pairs and preposition-noun-verb triples extracted from German corpora. In our approach, we compare the entire list of candidates, sorted according to the particular measures, to a reference set of manually identiﬁed “true positives”. We also show how estimates for the very large number of hapaxlegomena and double occurrences can be inferred from random samples.
Large expenses associated with rice production and dependence on energy related inputs like fuel and fertilizer in particular compel rice producers to use management practices that are input efficient and result in least cost. This study uses data envelopment analysis (DEA) to calculate technical efficiency (TE), allocative efficiency (AE), and economic efficiency (EE) for rice production in Arkansas at the field level using data from 137 fields enrolled in the University of Arkansas, Rice Research Verification Program (RRVP) from 2005 to 2011.
This paper presents the calculations using LITPACK models, aiming to select the restoration solution for Cua Tung beach, severely eroded in recent years. The results are just the preliminary, but they are useful to direct the optimal measures to bring the beach back to its original state serving the social and economic development in Quang Tri province. At the request of the U.S. Department of Education, the National
Research Council’ s (NRC) Board on Testing and Assessment (BOTA) con-
vened a workshop on reporting test results for individuals who receive ac-
commodations during large-scale assessments. The workshop brought to-
gether representatives from state assessment offices, individuals familiar with
testing students with disabilities and English-language learners, and mea-
surement experts to discuss the policy, measurement, and score use consid-
erations associated with testing students with special needs.
In this paper we present research in which we apply (i) the kind of intrinsic evaluation metrics that are characteristic of current comparative HLT evaluation, and (ii) extrinsic, human task-performance evaluations more in keeping with NLG traditions, to 15 systems implementing a language generation task. We analyse the evaluation results and ﬁnd that there are no signiﬁcant correlations between intrinsic and extrinsic evaluation measures for this task.
