  • The Logical Framework Approach is an analytical and management tool which is now used (in one form or another) by most multi-lateral and bi-lateral aid agencies, international NGOs and by many partner governments. Indeed, the EC generally requires the development of a Logframe Matrix as part of its project formulation procedures for external assistance. This Guideline therefore gives emphasis to the application of the Logical Framework Approach at the various stages of the project management cycle.

  • The big question is, though, how effective are these marketing ploys? Am I really going to go out and buy Proactive Acne Solution because I think it will do for me what it did for Jessica Simpson? National studies buy the FCC have said yes. As Sue Jozui’s brilliant and accurate statement says, the audience subject to celebrity oriented advertisements is expected to relate approval of the particular celebrity with the approval of the product. This is true, and certainly insults the intelligence of the target audience.

  • Although Jazui recommends boycotting advertising, I find this request impossible to fulfill. We simply could not effectively boycott all celebrity-oriented advertising. It hold much too broad of an influence on culture today. Media education and an increase in the appropriate regulations by the FCC will effectively help to protect the psychee’s of American’s today by the media. We must work towards a modern day America where we, as citizens, realize the influence of media upon us and acknowledge its presence.

  • There is some evidence of ‘alpha’ being generated by fund managers through 'skilful transaction activity and asset management. Opportunity fund managers also appear to have generated superior returns through controlling the timing of the buying and selling of assets, although, with performance fees generally charged on IRRs rather than time-weighted returns, it is open to debate as to whom this benefits more - the investor or the fund manager.

  • We do not find economically or statistically significant differences in fees (expenses, loads, or a measure of the total ownership cost of mutual fund shares) between SRI and similar conventional funds. Therefore, either there are no significant differences in the way fees are set for SRI and conventional funds, or the effects of those differences cancel out on average. Consistent with the results for before-fee performance and fees, we find that SRI funds obtain a higher after-fee risk-adjusted performance in terms of four-factor alpha than similar conventional funds. ...

  • It is increasingly common to find tables with thousands of col- umns – they arise when a particular object has thousands of meas- ured attributes. Not infrequently, many of the values are null. For example, an LDAP object has 7 required and a thousand optional attributes. It is convenient to think of each object as a row of a table, but representing it that way is very inefficient – both in space and...

This book brings you some of those strategies in the hope that they will be of use to you. We have included practical, obvious, and bold suggestions that have been made by Volunteers Teaching English as a Foreign Language (TEFL) in well-established programs such as in francophone Gabon, or Teaching English as a Second Language (TESL) in newer projects such as Namibia.

  • To detect funds with positive or negative performance, the standard approach in the academic literature (e.g., Jensen (1968), Ferson and Schadt (1996), Ferson and Qian (2004)) can be described as follows. The presence of differential performance (positive or negative alphas) is tested for each of the M funds in the population. Then, a conventional significance level γ is set (e.g., 5 percent) and all funds with p-values smaller than γ are said to have significant estimated alphas.

  • The different sources of potential confounding in time series studies of air pollution and mortality can be broadly classified as either measured or unmeasured. Important measured confounders include weather variables such as temperature and dewpoint temperature. Daily temperature measurements are readily available for metropolitan areas in the USA and numer- ous studies have demonstrated a relationship between temperature and mortality which is gen- erally positive for warm summer days and negative for cold winter days (e.g. Curriero et al. (2002)).

  • Usually, art production is dealt with by theories of creativity or portraits of the individual artist, while the viewer’s encounter with art is considered in analyses of aesthetic experience or explained by reference to empirical data about the mind/brain. This ap- proach makes it seem as if artist and viewer relate to art in radically different ways. It may appear reasonable, inasmuch as the viewer’s relationship to art in comparison to that of the artist is predominantly passive.

  • TSC and DST have only recently entered into the general discussion about the mind and brain, and cannot be regarded as common ground. Several of the features that make the combination of the two a viable alterna- tive to connectionism and traditional theories of cognition based in symbol manipulation so far have not been widely recognised. The initial discussion of TSC and DST will present some of the elements that together provide a comprehensive and radically different view of the mind from the received one, and that might illuminate contemporary aesthetics....

Previous issues of the Arab Social Media Report have explored this growth, which has been fueled in part by the use of networks such as Facebook, YouTube and Twitter in the movements of the so-called “Arab spring.” The third edition of the report builds on these timely themes, which specifically explored the exponential growth of social media use in the Arab world, and the role of social networking tools in the civil movements in the Arab region. ...

An important point to note is that the preparation of pre-feasibility studies and feasibility studies and the production of annual operating plans and regular monitoring reports should generally be the lead responsibility of implementing partners, not the EC (although the EC may contribute or provide the resources to support these tasks).

Under the silk cotton tree in the center of the village, every Elder in turn takes the Word and has his say. Each Elder carefully repeats the points he agrees with from previous speeches, then adds certain aspects that will be taken up and repeated in their turn. So finally the Chief interprets consensus. This is the decision of the village... It is slow but it works. Robert Lacville Guardian Weekly, October 27, 1991 At a recent...

  • During the interval in which time series overlap, the British and French negative length was growing at roughly the same rates as the US one, until 1914. That war year constitutes a great discontinuity, and from then on European growth rates are different and far lower than US ones. At the same time, the average film length increased considerably, from eighty feet in 1897 to seven hundred feet in 1910 to three thousand feet in 1920. As a result, the total released length, which is the best indicator of production, increases more rapidly than the number released, in...
