The Health Metrics Network (HMN) was launched in 2005 to help countries and other
partners improve global health by strengthening the systems that generate health-related
information for evidence-based decision-making. HMN is the first global health partnership
that focuses on two core requirements of health system strengthening in low and low-middle
income countries. First, the need to enhance entire health information and statistical
systems, rather than focus only upon specific diseases.
Visual quality assessment is an interdisciplinary topic that links image/video processing, psychology and physiology. Many engineers are familiar with the image/video processing; transmission networks side of things but not with the perceptual aspects pertaining to quality. Digital Video Quality first introduces the concepts of human vision and visual quality. Based on these, specific video quality metrics are developed and their design is presented. These metrics are then evaluated and used in a number of applications, including image/video compression, transmission and watermarking.
The objectives of this chapter: Describe the background and basic features of OSPF. Identify and apply the basic OSPF configuration commands. Describe, modify and calculate the metric used by OSPF. Describe the Designated Router/Backup Designated Router (DR/BDR) election process in multiaccess network. Describe the uses of additional configuration commands in OSPF.

This work presents a ﬁrst step to a general implementation of the Semantic-Script Theory of Humor (SSTH). Of the scarce amount of research in computational humor, no research had focused on humor generation beyond simple puns and punning riddles. We propose an algorithm for mining simple humorous scripts from a semantic network (ConceptNet) by speciﬁcally searching for dual scripts that jointly maximize overlap and incongruity metrics in line with Raskin’s Semantic-Script Theory of Humor. ...

We measure the reliable transport of event features from
source nodes to the sink in terms of the number of received
data packets. Regardless of any application-speciﬁc metric that
may actually be used, the number of received data packets is
closely related to the amount of information acquired by the
sink for the detection and extraction of event features. Hence,
this serves as a simple but adequate event reliability measure at
the transport level.
