Issues discussed in these proceedings include competency-based education and training; standards and levels in language assessment; and an approach to language assessment in ABET. Papers published in the proceedings are discussion documents rather than formal academic papers. Points raised from the floor in plenary have also been recorded in the form of thematic categories.

  • ABSTRACT This paper is a review of recent trends in United States expenditures on research and development (R&D). Real expenditures by both the government and the private sector increased rapidly between the mid-1970s and the mid-1980s, and have since leveled off. This is true of both overall expenditures and expenditures on basic research, as well as funding of academic research. Preliminary estimates indicate that about $170 billion was spent on R&D in the United States in 1995, with ≈60% of that funding coming from the private sector and about 35% from the federal government.

  • It is hard to know how to begin to give thanks when thanks are due so many. I have been fortunate to study with Joanna Williams, a model of erudi- tion, kindness, and patience. She took the risk of accepting a graduate student who knew next to nothing about art history or Southeast Asia, and has con- tinued to encourage and support me over the years. I would like to thank my teachers and academic advisers at Berkeley, including Amin Sweeney, Lewis Lancaster, Patricia Berger, Jefrey Hadler, and Ninik Lunde. I also appreciate the thoughts and comments of Nancy Tingley, Robert L....
