Teaching children how to read and write
has always been the primary objective of
education or schooling. However, in
recent years there have been concerns
that this major objective has not been
achieved, or has not been achieved at a
satisfactory level, by many students by
the end of the compulsory years of
schooling. This has led to a renewed
focus on literacy at both Commonwealth
and state level, and the introduction of
new policies and practices which are
aimed at improving literacy outcomes.

Fine-grained sense distinctions are one of the major obstacles to successful Word Sense Disambiguation. In this paper, we present a method for reducing the granularity of the WordNet sense inventory based on the mapping to a manually crafted dictionary encoding sense hierarchies, namely the Oxford Dictionary of English. We assess the quality of the mapping and the induced clustering, and evaluate the performance of coarse WSD systems in the Senseval-3 English all-words task.
Lebanon and Russia. Assessments in Mexico
and Tunisia are underway. These countries have
diverse needs and are at various, but generally
early, stages of private sector participation. In
Lebanon, the legislative framework is not yet
in place and current legislation does not allow
private sector participation in the water sector.
Russia has some experience with private sector
participation in the water sector but it has stalled
due to legislative obstacles. The legislative
framework is now under amendment.
