in regions that experience the greatest risks
of natural or conflict-related emergencies.
Headlines of the plight of older persons
during the European heat wave of 2003
and Hurricane Katrina in the USA in 2005
shocked the world. In developing countries,
their situation is generally much less
widely-known and their needs and contributions
have been largely invisible. But
this is changing.

Older individuals encounter a panoply of legal vicissitudes, as well as
other types of challenges, in their daily lives. For older persons needing
medical services, it frequently is impossible to separate the clinical aspects
of care from the legal (as well as ethical, financial, and public policy) elements.
Medical care of the elderly is intimately affected and extensively
governed by the broad array of legal considerations that are applicable to
the delivery of health services in general, and many of these considerations
often are exacerbated in the care of older persons.

Displacing older people as heads of households
and depriving them of their autonomy in the name
of affection are cultural norms even in countries
where the family is the central institution and the
sense of filial obligation is strong (11). Such
infantilization and overprotection can leave the
older person isolated, depressed and demoralized,
and can be considered a form of abuse. In some
traditional societies, older widows are abandoned
and their property seized.
This report provides a basic but comprehensive demographic, social, economic and health profile of
Cambodia’s older population based on the 2004 Survey of Elderly in Cambodia (SEC), a representative
survey of persons age 60 and over conducted in Phnom Penh and the five largest provinces. As such it
represents the first comprehensive examination of the situation of Cambodian elders based on a widely

become more independent, generating self-confidence and
sense of governance.

average literacy rate of the population 60 and older over time. In addition, Phnom Penh elderly represent
a larger share of the SEC sample than of the national population of elderly and, as indicated above, since
the literacy level of Phnom Penh elderly is above the national average, this also has the effect of raising

A representative sample survey of 1273 persons aged 60 and older living in private households was
conducted in an area covering over half of Cambodia's population which includes Phnom Penh and the
five most populated provinces (Kampong Cham, Kandal, Prey Veng, Battambang, and Takeo).

Trends in needing help with such activities as housework or shopping may be
due to changes in the physical abilities of the older population, but they may also be
related to the availability of help in the house, either familial or paid, the availability
of appliances, and the accessibility of transportation (1, 12). However, causes of
trends in IADL functioning have not been apportioned to reasons residing in the
person and reasons outside the person.
The trends in what is termed ADL disability have not been nearly as consistent
as those in IADL disability (31).
Early researchers in the field played down individual
personality disturbances as causal agents of
family violence in favour of social and cultural
factors (27). More recently, though, research on
family violence has shown that abusers who are
physically aggressive are more likely to have
personality disorders and alcohol-related problems
than the general population (28).
The impact that physical and psychological violence
have on the health of an older person is exacerbated
by the ageing process and diseases of old age. It is
more difficult for the elderly to leave an abusive
relationship or to make correct decisions because of
the physical and cognitive impairments that usually
come with old age. In some places, kinship
obligations and the use of the extended family
network to resolve difficulties may also lessen the
ability of older people, particularly women, to
escape from dangerous situations.

of older people range from 1% to 4%. Institutional
care is no longer considered unacceptable for an
older person but is seen as an alternative for
families. The government-sponsored asilos, large
institutions resembling the early English workhouses,
have been converted into smaller facilities
with professional staff from many disciplines.
Other homes are operated by religious communities
of immigrant origin.
