  • I would like to acknowledge the contribution made to this book by colleagues in the Open University Business School who helped to shape my ideas and writing in the field of project management. Some of the material in this book was published in a similar form but in a different context as Managing Projects in Health and Social Care, published by Routledge in 2002. Acknowledgement is also due to Eddie Fisher, Stephen Oliver and others who have contributed ideas from their experience.

  • Research over the past decade has demonstrated the feasibility of extracting topographic information of hydrological interest directly from digital elevation models (DEM). Techniques are available for extracting slope properties, catchment areas, drainage divides, channel networks and other data (Jenson and Domingue, 1988; Mark, 1988; Moore et al., 1991; Martz and Garbrecht, 1992). These techniques are faster and provide more precise and reproducible measurements than traditional manual techniques applied to topographic maps (Tribe, 1991)....

  • An analysis of the complex relationship between demographic changes and impacts on the natural-resource base confirms that resource exploitation is occurring not only to meet growing domestic needs but also for other vested interests. Population, together with other major drivers, such as institutions, markets, and technology, will have a very strong bearing on the way in which the rich resources of the Mekong River Basin are developed and distributed in the present and future.

  • There are so many people to acknowledge when a book like this is complete. All of those who contributed to the earlier MRPII book certainly played a role, albeit indirect, in this new effort. Many others who are active in the field provided insight through their books, papers, or talks. For sake of brevity, we are going to focus on this book and hope that all of those who built the foundation of the earlier works will still feel ownership for this one.

  • In the 1980s and early 1990s, I had the opportunity to observe a number of development projects in the Amazon region of Brazil. Some of the projects were designed to improve the life of colonists in the region, while others were focused on management of natural resources. All the projects were “top down” in the sense that project design and direction were carried out by high-level corporate or government sponsors at headquarters far removed from the affected areas.

  • Science arises from the very human desire to understand and control the world. Over the course of history, we humans have gradually built up a grand edifice of knowledge that enables us to predict, to varying extents, the weather, the motions of the planets, solar and lunar eclipses, the courses of diseases, the rise and fall of economic growth, the stages of language development in children, and a vast panorama of other natural, social, and cultural phenomena. More recently we have even come to understand some fundamental limits to our abilities to predict.

  • This book challenges the conventional wisdom that natural resource wealth promotes autocracy. Oil and other forms of mineral wealth can promote both authoritarianism and democracy, the book argues, but they do so through different mechanisms; an understanding of these different mechanisms can help elucidate when either the authoritarian or democratic effects of resource wealth will be relatively strong.

  • The audit should be performed in accordance with the approved plan. However, the planning process does not end with the start of the execution phase. Rather, as implementation of the audit proceeds, unanticipated circumstances will often require that the plan be modified. Such changes should be documented, along with the reasons for them. If any changes alter significantly the methodology of the audit or the time or other resources required to carry it out, those changes should be reviewed and approved by the official, if any, who approved the original plan.

  • Monolingual translation probabilities have recently been introduced in retrieval models to solve the lexical gap problem. They can be obtained by training statistical translation models on parallel monolingual corpora, such as question-answer pairs, where answers act as the “source” language and questions as the “target” language. In this paper, we propose to use as a parallel training dataset the definitions and glosses provided for the same term by different lexical semantic resources.
