OPM’s reduction in force regulations
found in part 351 are published under
authority of 5 U.S.C. 3502(a), which
originated in Public Law 78–359 (the
Veterans’ Preference Act of 1944). The
statute provides that OPM’s reduction in
force regulations must give effect to four
factors in releasing employees: (1)
Tenure of employment (i.e., type of
appointment) (5 U.S.C. 3502(a)(1)); (2)
veterans’ preference (5 U.S.C.
3502(a)(2)); (3) length of service (5
U.S.C. 3502(a)(3)); and (4) performance
ratings (5 U.S.C. 3502(a)(4)).
The Customer Satisfaction Work Group (Work Group) of the Workforce
Information Council (WIC) was appointed to explore the issue of customer satisfaction as
it relates to labor market information (LMI) providers and users of the information. The
Work Group was composed of eleven members, two support personnel and a consultant.
They met formally three times between October 2002 and June 2003, and gave quarterly
updates to the WIC.

The Land Resources Development Centre, one of the scientific units of the Overseas
