It was during this period that in several developing nations, particularly in Africa, even when the signs of widespread hunger and abject poverty were visible, policy makers did not act for want of ‘empirical evidence’. Some policy makers even dismissed the severity of the problem saying that the hunger reports prepared by government officials were not rigorous enough to take them seriously.

A quick glance at the discipline’s leading journals reveals that virtually the entire academic profession has turned to interpreting macroeconomic data with models that are based on microeconomic foundations. Unfortunately, these models often require a relatively high degree of mathematical sophistication, leaving them largely inaccessible to the interested lay person (students, newspaper columnists, business economists, and policy makers).

  • Emission inventories play a dual role in global air pollution issues. Firstly, they can be used directly to establish the more important source categories, to identify trends in emissions and to examine the impact of different policy approaches. Secondly, emission inventories are used to drive atmospheric models applied to assess the environmental consequences of changing trace gas emissions and concentrations and to provide advice to policy makers. This second role contributes to the atmospheric modelling community being an important user of emission inventories.
