The proposed activity is the most appropriate approach to the problems outlined under Section 1.5. Vietnamese and Australian scientists and industry stakeholders will work jointly, intensively and sequentially to: (i) describe the existing situations; (ii) identify and describe problems and constraints; (iii) develop recommendations and plans for mitigating the constraints and encouraging future research and development in the industry; and (iv) seek industry feedback by wide dissemination and discussion of the plans, proposals, and findings and recommendations....
The purpose of the dissertation is to develop the scientific foundation for the results-based management of public policy implementation, then to propose solutions for application of the results-based management of public policy implementation in Vietnam.
The use of radio-frequency communication—commonly referred to
as wireless communication—is becoming more pervasive as well as more
economically and socially important. Technological progress over many
decades has enabled the deployment of several successive generations
of cellular telephone technology, which is now used by many billions
of people worldwide; the near-universal addition of wireless local area
networking to personal computers; and a proliferation of actual and proposed
uses of wireless communications.
The proposal provides for short course training in marketing and policy analysis related to the post harvest sector and the resource sectors. Paralleling the short courses will be a number of mini research projects in these areas that will be designed to develop analytical skills of academic staff in the participating institutions.
Pessimism is ubiquitous throughout the Western world today.
Whether today’s anxiety stems from the inability of politicians in
Washington, DC, to fund the U.S. welfare state, or from the intractable
euro crisis in Europe, there is a rising sense of gloom and helplessness
on both sides of the Atlantic. I am an optimist, and this book is offered
as an antidote to this contagion of gloom. It proposes solutions to
many seemingly insoluble problems, for example, the prospect of a
Lost Decade, and ballooning U.S. health-care spending.
The world faces serious difficulties in obtaining the energy that will be needed in coming decades for a growing population, especially given the problem of climate change caused by fossil fuel use. This book presents a view of nuclear energy as an important carbon-free energy option. It discusses the nuclear fuel cycle, the types of reactors used today and proposed for the future, nuclear waste disposal, reactor accidents and reactor safety, nuclear weapon proliferation, and the cost of electric power.
Several times over the last few years, we’ve asked ourselves about
our own call to leadership in a world beset by unprecedented challenges
and crises, from the AIDS pandemic to global warming to
the destruction and fear wrought by terrorism and state responses
to it. We have joined particular initiatives to respond to these challenges,
but we always return to the conviction that our best contribution
is teaching and writing about how the world’s citizens can
work together for the common good in their organizations and
The Debt Sustainability Framework sets out a proposal by the World Bank
for identifying countries in actual or potential debt distress situations
leading to a formula for determining grant eligibility within the amounts to
be allocated during the Fourteenth Replenishment of IDA. It attempts to
classify countries based on the performance of their institutions and policies
and determine thresholds for selected debt indicators for each country
grouping and then estimate the level of debt distress as measured by the
forecast levels of the selected indicators from the country DSAs.
Transfer Pricing and Valuation in Corporate Taxation analyzes the
disparities between both federal statutes and regulations, and reg-
ulations and administrative practice, in a highly controversial area
of corporate tax policy: intra-company transfer pricing for tax pur-
poses. It addresses issues that often mean millions of dollars to indi-
vidual corporations, and a significant fraction of the federal govern-
ment’s revenue base.
An environmental impact statement (EIS), under United States environmental law, is a document required by the National Environmental Policy Act (NEPA) for certain actions "significantly affecting the quality of the human environment". An EIS is a tool for decision making. It describes the positive and negative environmental effects of a proposed action, and it usually also lists one or more alternative actions that may be chosen instead of the action described in the EIS. Several US state governments require that a document similar to an EIS be submitted to the state for certain actions.
Memo (short for memorandum) is a business-oriented style that is best suited for interoffice or intercolleague correspondence. More informal in tone and organization than a letter, memos are generally used to provide or ask for information, announce a new policy, update on personnel transfers, or for any other internal issues.
Unfortunately, the adverse effects of transportation have a greater impact on the natural
and human environment than either spatial proximity or telecommunications. The basic
technology used in transportation causes emissions of pollutants which have been proved, or are
believed, to damage human health and plant life and to upset sensitive ecosystem balances. As a
result of transport’s contribution to local pollution–which, worldwide, is responsible for about 1.
Crossbreeding work in Ethiopia was initiated in the early 1950s. Following this initiation
a number of governmental (example, Ethiopian Agricultural Research Organization,
Ministry of Agriculture, National Artificial Insemination Center, Higher Learning Institutes)
and non-governmental organizations (International Livestock Research Institute and
Swedish International Development Agency) have worked in the development of the
Research will focus on the basic theory in terms of liquidity management of the central bank, the status of liquidity to execute the monetary policy of the central bank by forecasting method from currency balance sheet and propose management solution on liquidity of the central bank monetary policy.
Genetic improvement of fish species is considered a priority area for research and development by the government of Viet Nam, particularly in the context of rural development, food security and poverty alleviation. The current proposal has been developed in consultation with Vietnamese staff of participating institutions. The project builds upon the existing collaborative links between Deakin University and the Research Institutes of Aquaculture (RIAs) in Viet Nam.
Our stylized model generates several empirical hypotheses about the insurance offer decision. Firms
in industries where labor turnover rates are high do not tend to offer insurance. Premium rigidities will
be most pronounced in such industries. Firms not offering insurance will tend to have lower health-cost
variability and lower average expected health spending than firms offering insurance; for example, they
have higher proportions of younger workers or are in industries where workers tend to be healthy.
Successful program management requires managers to plan for and deal with uncertainty, complexity and
ambiguity. Risk management and issue resolution are the vehicles for achieving this. The Government has
decided to strengthen the Cabinet submission and New Policy Proposal process through ensuring a greater
focus on implementation risks.
A risk is an uncertain event or set of event which, should they occur, will have an effect on the achievement of
objectives. These effects might not always be detrimental. A risk can be either a threat (i.e.
The success of the implementation of a New Policy Proposal will be judged in terms of the benefits delivered –
i.e. the measurable improvements resulting from outcomes which are perceived as an advantage by
From the moment the first elements of change are introduced into the operations of a department or agency
and on-the-ground in the public arena, expectations will be met or not met.
With link correlation information (CPRP) available
among neighboring nodes, collective ACKs are achieved
in an accumulative manner. The success of a transmis-
sion to a node (defined as the coverage probability of a
node) is no longer a binary (0/1) estimation, but a prob-
ability value between 0 and 1. Using collective ACKs, a
sender updates the coverage probability values of neigh-
boring receivers whenever (i) it transmits or (ii) over-
hears a rebroadcast message.
Concurrently, shifting political attitudes and disillusionment with the policies that have
been tried are giving rise to a new surge of debate and reform. Most visible in the 1990s
is the effort to reform the welfare system to increase work incentives and to limit its use
as a long-term source of support for able-bodied adults, even when they have small chil-
dren. Behind this policy change has been a decade-long ideological debate about the
nature and causes of poverty, pitting conservatives against liberals.
