This ASTRA network paper examines barriers to accessing reproductive health services and
supplies in Central and Eastern Europe (CEE). The paper finds that reproductive health is not
prioritised in government policies: they lack a commitment to recognise reproductive health
supplies as an important component of public health and human rights and there is no adequate
legislation and policy in this area. Condoms are widely available, but their cost is often high,
especially for young people.
One finds that there is a positive correlation between a country’s level of development
and insurance coverage. Developed countries tend to have better developed and well-
functioning insurance services sectors both domestically and in terms of insurance exports,
as compared to developing countries. This is perhaps most evident when one compares
the share of industrialized countries in the world insurance markets, which in 2004 stood
at 88.5 per cent as compared with 11.4 per cent for emerging markets, the majority of
which are developing countries.
Capital markets are becoming global markets and commercial real estate markets are no
exception. Recently, international real estate investors have expressed interest in investing in
the Asian emerging markets. Three main reasons can be given for investing in such markets.
First the strong economic performance in the region, at least up to 1997 and the huge
growth potential of the region in the future.
The social democratic political economies showed
higher levels of union density, that is, a greater propor-
tion of workers belonging to organised labour unions,
social security expenditures, and public employment
levels. They had the largest public expenditure in
health care from 1960 to 1990, and greatest health
care coverage of citizens. These nations instituted full
employment strategies, achieved high rates of female
employment, and showed the lowest degree of income
inequality and poverty rates.
Communication and service delivery go hand in hand. People will not be able to use repro-
ductive health services unless they know about them. Once people are motivated to
improve their reproductive health, by using family planning methods, for example, they
need information and counseling about appropriate methods, correct use, side effects, and
the concerns that most people have about adopting new practices.
As service providers and communicators reach out more to men and their partners, they
must learn more about their clients’ information needs and how to provide counseling for

Liability means legal responsibility for the consequences of your acts
or omissions. Your accountability to the client may be enforced by civil
remedies or criminal penalties. For example, a web developer who has
agreed in writing to complete an e-commerce site by a speciﬁ c date will
have liability to the client if the project is not completed on time.
Limitations on liability and use of ALL CAPS
Again, if an agreement includes a limitation on liability, many states
require by law that the limitation language be sufﬁ ciently “conspicuous”
in the document.
Moreover, even if it were established that options increased risk taking, it is not clear
whether such an outcome would be desirable or undesirable from the perspective of the
shareholders. Risk-averse managers, who hold disproportionate amounts of their financial and
human capital in the companies they manage, are likely to take fewer risks than are optimal. This is
an agency problem that is likely magnified in companies where top executives enjoy substantial
rents from their positions, and have strong incentives not to take risky actions that may get them
removed from their positions.
This section presents a review of literature on elderly housing and its consumption. It includes
those published papers that have used AHS data in the analyses. The papers that did not use

This paper studies the maturity composition and the term structure of interest rate spreads
of government debt in emerging markets. In the data, when interest rate spreads rise, debt
maturity shortens and the spread on short-term bonds is higher than on long-term bonds.
To account for this pattern, we build a dynamic model of international borrowing with
endogenous default and multiple maturities of debt.
One of the eight Millennium Development Goals (MDGs) that has made some progress, albeit
slow, is MDG 5: Improve maternal health. The two targets for assessing MDG 5 are reducing
the maternal mortality ratio (MMR) by three quarters between 1990 and 2015, and achieving
universal access to reproductive health by 2015. The United Nations (UN) Secretary-General

Oates (62) investigated causes of death in women up to one year after giving birth in the UK and
came to the conclusion that during the period, 1997-1999, suicide was the leading cause of death
- responsible for 10% of all deaths. In 86% of the cases it was possible to make a psychiatric
diagnosis, indicating that 68% of women who committed suicide were suffering from a serious
illness (psychosis or severe depressive illness). Drife (63) observed similar results for the
