  • More than 20 years have passed since the first edition of this book appeared. In 1978, public sector personnel management seemed complex but still quite straightforward. The first edition was fewer than 300 pages with a fairly simplistic structure. • The popular business press is replete with feature stories describing ethical meltdowns and how those corporate misdeeds have eroded the public trust of business leaders and their organizations. As most of us learned at our parents’ knees, trust and reputation are built over many years and take but an instant to be destroyed. So here we stand at a crossroads. Is it going to be business as usual for business? Or are businesspeople going to commit to regaining the trust of our peers, our families, and our fellow citizens?...

Such procedures are outside the scope of this manual, and it would be inappropriate and counterproductive to provide details herein, given the wide and unrestricted distribution of this document. A large percentage of veterinarians also work in private clinical practice. No matter what area of expertise, however, the link that bonds all veterinarians is their ability and aptitude for problem solving and the fact that they all thoroughly enjoy doing it. Completed questionnaires were returned from the field to NISR headquarters, where they were entered and edited by data processing personnel who were specially trained for this task, and who had also attended the questionnaire training of field staff. Processing the data concurrently with data collection allowed for regular monitoring of team performance and data quality. Field check tables were regularly generated during data processing to check various data quality parameters.

  • Control of ectoparasites on poultry creates additional exposure risks. High pressures sprays or dipping are often used in large commercial operations to treat birds for obligate ectoparasites such as the northern fowl mite. Aerosol and splash represent exposure risks for the applicator in both situations. Routes of entry may be oral, dermal or inhalation. Dipping represents the most significant risk to personnel since each bird must be handled to effectively treat the outbreak. A significant amount of splash occurs as birds are immersed and withdrawn from the dipping vat.

In the absence of entry, administrators of undesirable districts are not likely to face substantial declines in enrollment. Indeed, a reasonable first approximation is that total (public) school and district enrollments are invariant to schools’ relative desirability.
