This Institute of Medicine/National Research Council report was
in response to a congressional request that the U.S. Food and
Drug Administration (FDA) contract with the National Academies
for a comprehensive study of gaps in public health protection provided by
the food safety system in the United States. In particular, the study was to
review the role of the FDA in ensuring the safety of the nation’s food supply.
Health and safety law is concerned with both the criminal and civil liabilities of
employers towards their employees and to other persons who may be affected by their
activities, such as the employees of contractors, visitors and members of the public.
It takes the form of both common law and statute law.

Recurring themes woven throughout this budget include maintaining service levels in departments that have
had grants expire. Significant investments in public safety personnel, equipment and vehicles are included.
We are recommending, to the extent possible, to offset increases to our residents and employees when rates

On behalf of the Internet Safety Technical Task Force, I am pleased to transmit to the 52
Attorneys General on the Multi-State Working Group the Task Force’s Final Report on
the role and the promise of technologies to reduce the risk to minors of harmful contact
and content on the Internet. Along with the quarterly reports submitted throughout the
year to the Attorneys General and the evaluation criteria included in the Technology
Advisory Board’s submission, this Report fulfills the Task Force’s remit to report the
results of its study no later than December 31, 2008.
This document is historic for two major reasons. First, it represents the
first jointly authorized publication by both American Association of
Medical Physicists (AAPM) and American College of Medical Physics
(ACMP). This document began as a 1991 ACMP report. In 1997 the
General Medical Physics committee of AAPM invited Dr. Brahmavar,
who authored the original report, to chair a task group to rewrite and
update the document as an AAPM task group report. As it neared
completion, there was a suggestion that perhaps ACMP would be
interested in supporting the revised document.

health care systems throughout the Western world. This book sets out
to examine new perspectives on the governance of health care and to

Since publication of the 5th edition there have been significant developments
in health and safety. First, the importance of the roles of directors
and managers in health and safety has been highlighted by a number of
major incidents, in some of which lives were lost. Subsequent investigation
established serious shortcomings in the commitment and support for
health and safety at very senior levels in the organisations concerned.
Energy harvesting from ambient waste energy for the purpose of running low-powered electronics
has emerged during the last decade as an enabling technology for wireless applications.
The goal of this technology is to provide remote sources of electric power and/or to recharge
storage devices, such as batteries and capacitors. The concept has ecological ramifications in
reducing the chemical waste produced by replacing batteries and potential monetary gains by
reducing maintenance costs.
In general, planning a special event or mass gathering should begin well in advance of the
event. One of the first steps in planning an event is to bring together those who are hosting
the event with those who are responsible for the public safety within the community. A
multidisciplinary planning team or committee should be composed of the promoter or
sponsor and any agency that holds a functional stake in the event (e.g., emergency
management, law enforcement, fire and rescue, public works/utilities, public health, etc.).

Intelligence functions—before, during, and after an event—are critical for event security. In addition
to drawing on local and state intelligence resources, many law enforcement agencies receive support
from the FBI’s Joint Terrorism Task Forces (JTTF) and Field Intelligence Groups (FIG). he Secret
Service may also assist with intelligence on dangerous subjects who have threatened public oicials.
With respect to intelligence functions during events, the guidelines report briely discusses practices
related to intelligence gathering, communication, and management (e.g.
The promoter or sponsor must be involved in all of the planning phases to ensure a
successful event. Often, the promoter is interested in monetary gain more than he or she is
interested in public safety. If this appears to be his or her primary goal, local agency
participation is essential. You may encourage the promoter to cooperate by linking
attendance at planning meetings with the permit process and issuance. For example, the
permit to host the event may require the promoter’s presence at the initial planning
meeting. Teamwork promotes successful events.
