The public service is being transformed as reform is occurring at all levels
of government both here and abroad. Although some of the changes
address narrow, specific issues, increasingly more radical innovations are
commonplace. A key example is the effort to modify or eliminate the
distinguishing characteristic of the merit system: safeguarding the independence
of the public servant corps from political influence.

This book is about change in the management of public services – how
much of it and what consequences. For over two decades the goal of
restructuring welfare provision has been at the heart of UK government
policy. Under the Conservatives the focus was on controlling expenditure
and re-organising services to make professionals more accountable
for resource decisions. In health, education and social care, the objective
was to install a system of managed provision heavily influenced by

Social Impact Bonds are the newest idea to catch the eye of governments attempting to
