At the JWPTE meeting in December 2007, the first update was presented (and subsequently
unclassified, see COM/TAD/ENV/JWPTE/RD(2007)40/FINAL), covering developments in late
2006 and 2007. This document provides an update on developments in the field of RTAs and
environment in late 2007 and 2008. It is based on publicly available information and refers to
agreements which have been signed by the Parties, though not all have entered into force yet.

GNU/Linux has taken the world of computers by storm.At one time, personal computer
users were forced to choose among proprietary operating environments and
applications. Users had no way of fixing or improving these programs, could not look
“under the hood,” and were often forced to accept restrictive licenses. GNU/Linux
and other open source systems have changed that—now PC users, administrators, and
developers can choose a free operating environment complete with tools, applications,
and full source code.
Seeking Innovative Ways to Eliminate the Pay Gap. The Department of Labor, in
conjunction with the National Equal Pay Task Force, issued an “Equal Pay App Challenge.” This
challenge invites software developers to use publicly available data and resources to create
applications that accomplish at least one of the following goals: provide greater access to pay
data broken down by gender, race, and ethnicity; provide interactive tools for early career
coaching; help inform negotiations; and promote online mentoring.
The World Health Organization, Department of Mental Health and Substance Abuse, has supported the development of the
Atlas project. The projects provides systematic information on country resources for mental health programme development
including policy availability, professional resources and mechanisms for ﬁ nancing services. The child and adolescent mental
health Atlas is a part of this series of publications.

the preface of our first book, A Woman’s Place is in the Boardroom, in
2005, and reiterated them in the second, A Woman’s Place is in the Boardroom:
In many parts of the world, where medicines are not readily available
or affordable, the public continue to rely on medicines used traditionally
in their cultures. At the same time, affluent consumers in the industrialized
world are spending their own money on healthcare approaches
that fall outside what has been considered mainstream medicine. A growing
body of national and international studies highlight the reality that
there is exponential growth of global interest in and use of traditional (i.e.
indigenous), complementary and alternative medicine (TCAM).
We focus on the dynamics of active management skills, and how an investor might optimally
choose active funds during varying business conditions. Building on studies such as Avramov and
Wermers (2006) and Moskowitz (2000), we allow for the possibility of time-varying mutual fund
alphas and betas among active managers in Europe. Following Christopherson, et al. (1998)
and Ferson and Schadt (1996), we model such time-variation using a publicly available set of
conditioning state variables.
Latin America is often singled out for its high and persistent income inequality. Toward the end of the 1990s, however, income concentration began to fall across the region. Of the seventeen countries for which comparable data are available, twelve have experienced a decline, particularly since 2000. This book is among the first efforts to understand what happened in these countries and why.
In this regard, available evidence shows that
while morphine and heroin are liable to attenuate the immune response, long-acting opioids
that are used in withdrawal treatment, such as methadone and buprenorphine, are largely
devoid of immunosuppressive activity. Opioids can also influence the immune function
through the activation of the descending pathways of the hypothalamus-pituitary axis
(HPA) and the sympathetic nervous system (Vallejo et al., 2004).
Ownership rates across all age groups increased between 1985 and 2003. Again, this is a well-
documented and understood change that has been driven by a number of economic factors,
including, but not limited to, falling interest rates, rising standards of living, public policies
helping low- and middle-income families afford home ownership.
Among the elderly population, the ownership rate for population 85 and over exhibited the
highest increase – i.e., 16 percentage points. Data show that the ownership rate peaks at the
age 62 to 74.
