Most of the attention in the literature has been focused on the initial
decentralization. Tsui and Wang (2004) call fiscal decentralization a “handmaiden” to
China’s growth. Chen (2004) argues that regional and local governments have better
information, and so more control over expenditures, leading to improved efficiency in
government spending, and thus led to more growth.
Needs assessment is an important step in the performance improvement business. It precedes the design and development of any human resource development (HRD) or human performance technology (HPT) initiative. Needs assessment is a process for examining and framing peoplerelated problems and performance improvement opportunities. It might be initiated in response to a problem or opportunity, or it might be used in ongoing learning or performance improvement efforts.

To improve the interaction between students and an intelligent tutoring system, we developed two Natural Language generators, that we systematically evaluated in a three way comparison that included the original system as well. We found that the generator which intuitively produces the best language does engender the most learning. Speciﬁcally, it appears that functional aggregation is responsible for the improvement.
In Europe, an environmental policy for the
protection of children’s health was established at the

to shrink by some 4% in 2009, the sharpest contraction in the history of the European Union. Although
signs of improvement have appeared recently, recovery remains uncertain and fragile. The EU’s response
to the downturn has been swift and decisive. Aside from intervention to stabilise, restore and reform the
banking sector, the European Economic Recovery Plan (EERP) was launched in December 2008.

As a scientist who has worked for more than 40 years to find cures for infectious
disease, I find the idea that terrorists would use biological agents as a
weapon to be anathema. It violates the fundamental values of the life sciences that
I and my colleagues hold dear: that science is a vital tool for improving life and
the health of our planet and enhancing our understanding of the natural world.
My own work has focused on cholera, a disease responsible for the death
of thousands of people around the world every year.
