Most of the attention in the literature has been focused on the initial
decentralization. Tsui and Wang (2004) call fiscal decentralization a “handmaiden” to
China’s growth. Chen (2004) argues that regional and local governments have better
information, and so more control over expenditures, leading to improved efficiency in
government spending, and thus led to more growth.
Coffee plant is one of the most important industrial crops, and the two popular cultivars, Coffea arabica and Coffea canephora, contribute to the production of almost all coffee beans around the world. Traditional breeding could be used to develop new coffee cultivars with a higher productivity under these harsh conditions, and a biotechnological approach can also be used to improve coffee plants in a relatively short period of time.

To improve the interaction between students and an intelligent tutoring system, we developed two Natural Language generators, that we systematically evaluated in a three way comparison that included the original system as well. We found that the generator which intuitively produces the best language does engender the most learning. Speciﬁcally, it appears that functional aggregation is responsible for the improvement.

As a scientist who has worked for more than 40 years to find cures for infectious
disease, I find the idea that terrorists would use biological agents as a
weapon to be anathema. It violates the fundamental values of the life sciences that
I and my colleagues hold dear: that science is a vital tool for improving life and
the health of our planet and enhancing our understanding of the natural world.
