  • This is a system demo for a set of tools for translating texts between multiple languages in real time with high quality. The translation works on restricted languages, and is based on semantic interlinguas. The underlying model is GF (Grammatical Framework), which is an open-source toolkit for multilingual grammar implementations. The demo will cover up to 20 parallel languages. Two related sets of tools are presented: grammarian’s tools helping to build translators for new domains and languages, and translator’s tools helping to translate documents. ...

  • In this study we develop an empirical framework to assess the effects of capital inows, monetary policy and nancial innovation on the housing sector. Our rst contribution is to document the effects of monetary policy and capital inows on the housing sector in a broad sample of advanced economies. We estimate a panel vector autoregression (VAR) for 18 OECD countries and identify capital inows and monetary policy shocks with sign restrictions.

  • GNU/Linux has taken the world of computers by storm. At one time, personal computer users were forced to choose among proprietary operating environments and applications. Users had no way of fixing or improving these programs, could not look “under the hood,” and were often forced to accept restrictive licenses. GNU/Linux and other open source systems have changed that—now PC users, administrators, and developers can choose a free operating environment complete with tools, applications, and full source code.

  • Given the low welfare of nonsophisticated borrowers in the unrestricted market, we turn to identifying welfare-improving interventions. Because in a restricted market borrowers have the option of paying a small fee for deferring a small amount of repayment, nonsophisticated but nottoo- naïve borrowers do not drastically mispredict their future behavior, and hence have higher utility than in the unrestricted market. Since sophisticated borrowers achieve the highest possible utility in both markets, this means that a restricted market often Pareto dominates the unrestricted one.

  • Experts in every field of study depend on specialized tools. In the case of speech research and development, the dominant tools today are computer programs. In this article, we present an overview of key technical approaches and features that are prevalent today. We restrict the discussion to software intended to support R&D, as opposed to software for commercial applications of speech processing. For example, we ignore DSP programming (which is discussed in the previous article). Also, we concentrate on software intended to support the special-...

  • Drilldown reporting contains interactive functionality that lets you analyze the data collected in your application or information systems. Compared with other reporting tools, Drilldown offers greater flexibility in mining data. You can slice and dice data without the restrictions of formatted and fixed reports. Before jumping into how you can use Drilldown reporting to create and use reports, it is important to understand its features and basic organization.

  • In Chapter 6 we introduced non-adaptive control design tools for certain classes of nonlinear systems. All of them were based on the assumption that the state of the plant is available for feedback. The scope of this chapter is to remove this restriction by dealing with the case when the state of the system is not available for

  • In the world of open-source software, the Concurrent Versions System (CVS) was the tool of choice for version control for many years. And rightly so. CVS was open-source software itself, and its non-restrictive modus operandi and support for networked operation allowed dozens of geographically dispersed programmers to share their work. It fit the collaborative nature of the open-source world very well. CVS and its semi-chaotic development model have since become cornerstones of open-source culture....

  • The toxic assets currently plaguing the German banking system are for the most part complex mortgage-backed securities originating in the US housing market. The anonymity of the US-based original borrowers and the large number of intermediate institutions involved in the packaging and onward sale of these securities represent serious impediments to the identification of the relevant counterparties for debt restructuring. Hence, there are fewer instruments available for restricting the bad bank’s losses than in the past.

RubyMotion enables you do full iOS development using Ruby. You have access to familiar tools such as Rake and RubyGems and can compile Ruby code into native applications. RubyMotion even comes with a Ruby console useful for live coding and interactive debugging. And since RubyMotion is built on top of the Objective-C runtime, you can use all of Apple's libraries and most third-party code alongside Ruby classes. ...

  • This report focuses on a set of tools to address youth exposure that has been largely ignored: State laws that restrict youth expo- sure to alcohol advertising in both measured and unmeasured media venues. States have systems already in place for administer- ing alcohol advertising regulations, usually (but not always) housed in an Alcoholic Beverage Control (ABC) state agency. Alcohol producers, distributors, and retailers must obtain state licenses to do business in a state.

  • Standard security hardening procedures should be applied to the guest OS, including disabling unnecessary network services, removing unnecessary packages, restricting remote root access, and enforcing strong password policies. Use if possible a centralized authentication service such as Kerberos. Consider installation of monitoring and intrusion detection tools. It is possible to install additional applications and provision additional users on the cell OS instance, but it is recommended that you do not do this—widening access to the cell OS may decrease security. ...

  • In this paper, new simulation techniques are described to determine instability-free configurations, making it possible to guarantee that the final workpiece profile is round. With this information and taking into account other process restrictions, like system static stiffness and workpiece tolerance, the optimal grinding cycle is designed. These results have been implemented into an intelligent tool to assist the application of this research in industrial environments.

Activities for the first year (phase 1) are focused on the adaption and standardisation of tools, training and strengthening of structures and mechanisms in preparation for delivery of interventions in the subsequent years (Phase 2). The strategy is consistent with the United Nations Transition Plan (UNTP) for Somalia 2008-09 and has been included in the Reconstruction and Development Plan (RDP) for the next three years....
