The remit of the long-term care insurance funds is to ensure the supply of permanent care for
their insured and to eliminate shortcomings in quality. They consequently control the quality
of the care supplied. Nevertheless, their ability to ensure the supply of care is limited by the
fact that they have no appropriate influence on the creation, promotion or maintenance of an
LTC infrastructure. This task is assigned to the states. Furthermore, the LTC transfers are paid
by the insurance funds.
This paper provides a review of the methods for measuring portfo-
lio performance and the evidence on the performance of profession-
ally managed investment portfolios. Traditional performance measures,
strongly inﬂuenced by the Capital Asset Pricing Model of Sharpe
(1964), were developed prior to 1990. We discuss some of the prop-
erties and important problems associated with these measures.
The second area of related work is feature modeling and design assembly. The two projects
described here are reminiscent of the feature-based modeling and design for assembly or design
for manufacturability research prevalent in the late 1980s and 1990s in the AI and Design
community (Dixon et al., 1987, Shah, 1991, Shah and Mantyla, 1996). Jung and Nousch (2000)
