This report describes new assessment alternatives for Army Combat Service Support (CSS) staff training. It was developed as part of a larger project to design training alternatives for the Army’s Theater Support Command, which was newly formed at the time the project was initiated. The work was conducted in the Manpower and Training Program of RAND’s Arroyo Center, a federally funded research and development center sponsored by the United States Army.

Earlier, PAF explored the requirements of a technical training schoolhouse model to address pipeline capacity.

The Department of Defense (DOD) seeks to transform the nation’s armed
forces to meet the military challenges of the future. The Navy and the Marine
Corps have defined their respective Service visions of transformation in Sea
Power 211 and Marine Corps Strategy 21,2 and together they form Naval Power
21,3 the vision of how the naval forces of the United States will be equipped,
trained, educated, organized, and employed in the 21st century.
The requirements call for continuity of program director leadership. The average length in years
between program director appointment dates in the core specialties is 7.06 years (range 4.62 –
Programs that have a history of frequent changes may trigger additional inquiry into the
cause(s) in order to determine if the learning environment has been adversely affected. A single
