resources for health and development – though
reviews of progress at the Accra Agenda for Action
in 2008 (4) suggested that there was a need for a
greater shift towards alignment with government
policies and national systems (such as monitoring
and procurement) than had already occurred.
Looking at a recent Cairns Group proposal on domestic support it can be seen that they want to
strengthen the Green Box provision dealing with direct payments (including structural adjustment,
environment and regional assistance) while capping overall spending on direct payments under the
Green Box. As well, they hope to subject certain support sub-categories in the Box to reduction
commitments. The Cairns Group paper further proposes to strengthen transparency, notification
and review mechanisms to ensure programs meet the criteria set out in the Green Box.
The GHI Strategy in Kenya identifies three broad focus areas: (1) health systems strengthening; (2)
integrated service provision; and (3) creating awareness to create demand for available services.
Applying these broad areas will potentially have their greatest measurable health benefits in
substantially reducing unacceptably high rates of: (1) maternal, neonatal and child mortality and (2)
morbidity and mortality from neglected tropical diseases.

Due to constraints to rapid scale up of interventions (restrictions in access, logistic, human and
financial resources) a phased approach has been adopted. Activities for the first year (phase 1)
are focused on the adaption and standardisation of tools, training and strengthening of structures
and mechanisms in preparation for delivery of interventions in the subsequent years (Phase 2).
