  • A genuine EMU needs a comprehensive approach to tackle the vicious circle of excessive private sector indebtedness, unsustainable sovereign debt and banking sector weakness. The EU lacks a global framework which fills in the gaps in a fully integrated financial services policy, with a single supervisory mechanism for banks and a single rule book to govern all financial institutions. It also needs to complete and implement the more effective mechanisms put forward to prevent and correct unsustainable fiscal policies and economic imbalances.

  • Two elements instil a degree of moderate optimism going forward. First, major policy decisions have significantly reduced tail risks and relieved market stress. The June European Council decisions were swiftly followed up with concrete progress towards establishing a Banking Union. The European Council of 18-19 October agreed on a timetable for the establishment of a Single Supervisory Mechanism and advanced further on the deepening of EMU, encompassing the financial, budgetary, economic, and political dimensions.

  • This paper examines some of the initiatives that are currently under way around the world to assist and encourage pension funds to help finance green growth projects. It is drafted with a view to inform current OECD work on engaging the private sector in financing green growth. Different financing mechanisms are outlined, and suggestions made as to what role governments in general, and pension fund regulatory and supervisory authorities in particular, can play in supporting pension funds investment in this sector.
