  • In this paper we review the fiscal evolution of China and Russia, asking how the process of creating a separate, tax-financed public sector in the two countries differed. We observe that the size of China's budget sector was consistently smaller than in Russia and that budget decentralization was consistently greater. We see both pros and cons in China's decentralization. Local governments that were allowed to keep marginal increases in local tax revenue had incentives to pursue growth-supporting policies, including support for foreign investment and export-oriented production.

  • It is thought that between a third and a half of all medicines1 prescribed for long-term conditions are not taken as recommended. If the prescription is appropriate, then this may represent a loss to patients, the healthcare system and society. The costs are both personal and economic. Adherence presumes an agreement between prescriber and patient about the prescriber’s recommendations. Adherence to medicines is defined as the extent to which the patient’s action matches the agreed recommendations.

This means that no information may be withheld from the IS audit team.

  • The small size of the private bond market also constrains its role. One of important benefits of a developed private bond market is that it can act as an alternative funding source when corporations’ access to overseas markets is limited or in the face of a domestic bank credit crunch. The disruption in the global money and credit markets in 2008 led to a liquidity squeeze for Brazilian corporations and financial firms.

  • At first glance, the cinema would seem to be remote from the undercover world of the surreptitious observation of an unknowing and unwilling victim. What is seen of the screen is so manifestly shown. But the mass of mainstream film, and the conventions within which it has consciously evolved, portray a hermetically sealed world which unwinds magically, indifferent to the presence of the audience, producing for them a sense of separation and playing on their voyeuristic phantasy.

  • The second, developed through narcissism and the constitution of the ego, comes from identification with the image seen. Thus, in film terms, one implies a separation of the erotic identity of the subject from the object on the screen (active scopophilia), the other demands identification of the ego with the object on the screen through the spectator's fascination with and recognition of his like. The first is a function of the sexual instincts, the second of ego libido. This dichotomy was crucial for Freud.

  • Approximately18% of the global cattle population is from SAP. Out of this, the largest share is from India, which has about 10% of the world’s population by itself. In Asia, about 90% of the contribution of the livestock sector is from small holders and this proportion is pretty consistent across countries. The respective agriculture policies of the countries show a serious commitment of governments to improve the general economy through the livestock sector, with particular support to smallholders.

  • In fact, existing regulation, both private and governmental, is working to punish the individual responsible in that case. However, a simple legal restriction on the number of embryos transferred would not be desirable. It is preferable that the clinical judgment of highly trained specialty physicians, brought to bear on the particular circumstances of each case and made with evidence-based national guidelines in mind, determine the course of treatment.

  • Some people have a heart attack and die from heart disease before they ever know they have the condition, before they have a chance to be disabled. In addition, individuals can move in and out of some of these health states: Disability and functioning loss may be transitory, and people can return to full functioning and ability. Whether chronic diseases are absorbing states from which there is no return to the healthy population depends somewhat on the condition. We do not think of cures from heart disease, but we do speak of cured cancer after some number of years have passed.

The primer also describes what governments, businesses and individuals are doing to eliminate the use of mercury and prevent its release to the environment. Pollution Probe has done extensive work on mercury in the envi- ronment for nearly a decade.

  • We propose a new design for highly concurrent Internet services, which we call the staged event-driven architecture (SEDA). SEDA is intended to support massive concurrency demands and simplify the construction of well-conditioned services. In SEDA, applications consist of a network of event-driven stages connected by explicit queues. This architecture allows services to be well-conditioned to load, preventing resources from being overcommitted when demand exceeds service capacity.

  • While the bulk of the liquid is water, all of the flavor should be from the coffee. To achieve the same great quality cup of coffee you receive at a coffee bar, you need to use the same quality beans. Buy the beans fresh and whole, only about two weeks’ supply at a time for maximum freshness. Once the coffee bean is broken, its flavor degrades very quickly. That’s why the Grind & Brew™ grinds your coffee just prior to brewing. If it is not practical to buy small supplies, we recommend you separate larger...

  • Ideally, multiple traits would be considered for selection, such as milk yield, AFC and longevity, to consider both production and functionality. Such a plan might be difficult to implement quickly, so, for more simplicity, evaluation could initially be based on ‘likeability’ scores assigned by the farmer. To evaluate likeability, farmers would be asked to assign an animal a score of from 1 to 5, where 1 and 5 indicate an extremely poor or good cow, respectively. Such a trait would comprise a mixture of productivity, reproduction and health.

  • The theoretical approaches described above were developed without reference to empirical findings. Initial examinations of empirical health trends indicated that the trends differed when different aspects of health were examined and that some indicators showed improving health and some deteriorating health. For instance, Verbrugge (76) noted that from 1972 to 1981 there were increases in reported disease presence and disability, yet improvements in self-reported health.
