Central to any policy discussion of regulating food advertising to children is an understanding
of the nature of children’s comprehension of advertising. Numerous studies have documented
that young children have little understanding of the persuasive intent of advertising
(Strassburger, 2001; Kunkel, 1995; John, 1999). Young children are easily exploited because
they do not understand that commercials are designed to sell products and because they do not
yet possess the cognitive ability to comprehend or evaluate advertising.

Learning disability, or learning disorder, is an umbrella term for a wide variety of
learning problems in which a person has difficulty learning in a typical manner,
usually caused by an unknown factor. The unknown factor is the disorder that affects
the brain’s ability to receive and process information. That is, the brain of people with
learning disabilities is wired differently and this difference affects how they receive
and process information.
New Growth Theory emphasizes that economic growth results from the increasing returns
associated with new knowledge. Knowledge has different properties than other economic goods
(being non-rival, and partly excludable). The ability to grow the economy by increasing
knowledge rather than labor or capital creates opportunities for nearly boundless growth.

Lack of secure land tenure and ownership also has a negative impact on women’s ability to
reduce their vulnerability to HIV through greater economic as well as physical security and
autonomy. When a woman does not own land, it often means that she is denied other economic
opportunities, such as collateral for credit. Most women in the Huairou Commission have reported
frustration at not being able to access adequate financing for improvement of what little land they
may have, or for actually gaining or purchasing land or other property.
It also limits their ability to develop livelihoods that do not depend on natural resources, or to obtain
wage-earning jobs. Thus, improved access to education is critical to lower rural poverty and decrease
the dependence of rural poor on natural resources for their livelihood. In many countries girl children
are less likely to go to school, and more likely to drop out early, because of economic and cultural
pressures. This differentially affects their livelihood opportunities as they become adults.
The second phase in the development of an effective regional partnership involves moving toward a shared
strategic framework—a shared mental model—of the opportunities ahead. This phase involves exploring
