Key planning considerations for federal agencies include recognizing that the
transition is already under way, because IPv6-capable software and
equipment already exists in agency networks. Other important agency
planning considerations include developing inventories and assessing risks;
creating business cases that identify organizational needs and goals;
establishing policies and enforcement mechanisms; determining costs; and
identifying timelines and methods for transition.
Faster incorporation of new technologies into complex products and systems holds the possibility
of ever-increasing advantages in cost, performance, durability, and new functionalities. A general
perception on the part of many investigators is that incorporation of change is more difficult, expensive,
and slow than it need be. The management of change in complex products and systems, however, does
require an understanding of the significance of those changes as well as their consequences in terms of
product performance and safety.
This research was conducted over a period of 10 years during which time I lived
in five different countries and learnt three languages. The project started
germinating when I was still an undergraduate student and first encountered
comparative constitutional law at the Max Planck Institute in Heidelberg. It
subsequently became the subject of my Diplôme d’Études Approfondies (DEA,
equivalent to a LLM) dissertation and of the PhD proposal that I submitted to
the European University Institute (EUI), where I undertook most of the research

Augmented transition network (ATN) grammars have, since their development by Woods [ 7; ~, become the most used method of describing grammars for natural language understanding end question answering systems. The advantages of the ATN notation have been su,naarized as "I) perspicuity, 2) generative power, 3) efficiency of representation, 4) the ability to capture linguistic regularities and generalities, and 5) efficiency of operation., [I ,p.191 ].
Transition-based dependency parsers are often forced to make attachment decisions at a point when only partial information about the relevant graph conﬁguration is available. In this paper, we describe a model that takes into account complete structures as they become available to rescore the elements of a beam, combining the advantages of transition-based and graph-based approaches. We also propose an efﬁcient implementation that allows for the use of sophisticated features and show that the completion model leads to a substantial increase in accuracy.

The nature of lines in luminescence spectra is related to the electron transitions of Eu3+ ions corresponding to different sites in the lattice. This paper presents six novel approaches to biographic fact extraction that model structural, transitive and latent properties of biographical data. The ensemble of these proposed models substantially outperforms standard pattern-based biographic fact extraction methods and performance is further improved by modeling inter-attribute correlations and distributions over functions of attributes, achieving an average extraction accuracy of 80% over seven types of biographic attributes.
Island parsing is a powerful technique for parsing with Augmented ~ a n s i t i o n Networks (ATNs) which was developed and successfully applied in the HWIM speech understanding project. The HWIM application grammar did not, however, exploit Woods' original full ATN specification. This paper describes an island parsing interpreter based on HWIM, but containing substantial and important extensions to enable it to interpret any grammar which conforms to that full specification of 1970.

A desirable quality of a coreference resolution system is the ability to handle transitivity constraints, such that even if it places high likelihood on a particular mention being coreferent with each of two other mentions, it will also consider the likelihood of those two mentions being coreferent when making a ﬁnal assignment. This is exactly the kind of constraint that integer linear programming (ILP) is ideal for, but, surprisingly, previous work applying ILP to coreference resolution has not encoded this type of constraint.
A specialized transition network mechanism, the interruptable transition n e t w o r k (ITN) is used to p e r f o r m the last of three stages in a m u l t i p r o c e s s o r s y n t a c t i c parser.
