Abstract: In 2014, the Ministry of Education and Training issued guidelines to develop<br />
complementaiy English progimiis for non-language major students to achieve the required<br />
outcomes and to mobilise more resources for educational institutions. This paper aims to<br />
analyse the theoretical background for curriculum development (definitions, important<br />
factors, and principles) as well as practical steps to develop and unplement these English<br />
programs.<br />
