  • Joseph Schumpeter argued in 1911 that banks play a pivotal role in economic development because they choose which firms get to use society’ s savings. According to this view, the banking sector alters the path of economic progress by affecting the allocation of savings and not necessarily by altering the saving rate. Thus, the Schumpeterian view of finance and development highlights the impact of banks on productivity growth and technological change.

Because economies have become more ‘joined-up’, national welfare has become more sensitive to events and developments beyond national frontiers, which is one of the reasons why globalisation has become a controversial issue.

  • This paper examines the pollution control policies applied in China’s paper industry during the period of economic reform from 1982 to 1992. The paper industry is the source of ten percent of China’s industrial wastewater emissions and one fourth of its chemical oxygen demand. It is the largest source of rural environmental pollution. The very small size of china’s mills is comparable to that of papermills in many developing countries and this small size itself creates an interesting problem.

  • Businesses can invest in modernizing equipment, but the impact of further declines in interest rates is likely to be limited. There is a large body of research that finds that investment is not very responsive to interest rates. 8 Furthermore, the rate of growth of equipment and software investment is already quite rapid, with growth averaging 19.9 percent from third quarter of 2009 to the second quarter of 2010. It does not seem likely that lower interest rates will increase this rate substantially, especially in a context where demand is contracting due to budget cuts.
