For valve designs requiring stem packing or sealing to prevent leakage, a fine surface finish of the stem in the area of the seal is necessary. Typically, a stem is not considered a pressure boundary part. Connection of the disk to the stem can allow some rocking or rotation to ease the positioning of the disk on the seat. Alternately, the stem may be flexible enough to let the disk position itself against the seat.

In the electric power industry, utilities would not be required to install and operate emission control devices, and would thus be encouraged to burn the most inexpensive fuel. In the Northeast and Midwest this would continue to be high-sulfur coal. If the option of doing nothing were adopted, our energy would be less expensive and we would perceive that we are saving money.

In particular, and in a situation when a regulator changes from protecting the firm to promoting change, the consistency between resource allocations and the official con- cept of corporate strategy decreases when regulatory involvement increases. (2) Internal alignments are contingent upon the perceived opportunity structure of a regulatory initiative.
