The previous WHO guidelines were established for 15 minutes to protect

Th e international administration of territory, in which comprehensive administrative
powers are exercised by, on behalf of or with the agreement of the United
Nations (UN) has recently re-emerged in the context of reconstructing (parts of )
states after confl ict. Th e cases of Kosovo and East Timor have frequently been
described as ground-breaking and unique in peace-building and post-confl ict
reconstruction literature, and have triggered both interest and criticism.
The current report, requested by CSD and overseen by UNWater,
was drafted by a Working Group led by UNEP. While
the main purpose of the UN-Water report to the 16th session
of the CSD in 2008 was to take stock of the development and
implementation of IWRM and Water Efficiency Plans, from
the JPOI, the purpose of this report is to focus on progress in
the application of integrated approaches to the development,

My reflections and perspective were also based on other important parts of ray own political
experience: the preceding work of the Brandt Commission on North South issues, and the
Palme Commission on security and disarmament issues, on which I served.
I was being asked to help formulate a third and compelling call for political action: After
Brandt's Programme for Survival and Common Crisis, and after Palme's Common Security,
would come Common Future. This was my message when Vice Chairman Mansour Khalid and
I started work on the ambitious task set up by the United Nations.
In many ways, this publication provides an initial assessment
of the financial architecture required for developing a post
2012 regime and presents an overview of what level of
resources and measures would be needed for successfully
financing the international response to climate change,
for making future climate change policies a success and
ultimately, for crafting a climate-secure world for all.
At the end of this year, governments will gather in Durban, South Africa, for the next round
of United Nations negotiations to advance global action on climate change. In June 2012, the
UN Conference on Sustainable Development (Rio+20) will seek to secure new and comprehen-

The present work on the international administration of specific territories
deals not only with the latest examples of UN operations launched
by the Security Council under Chapter VII of the UN Charter, but endeavours
to confront the reader with the wider panorama of all regimes
of internationalisation since the time of the League of Nations. It is on
this broad basis that the author succeeds in establishing a balance sheet
which shows all of the achievements, but also all of the failures that have
occurred in processes of internationalisation implemented since the end
of World War I.
