The Western
model of development, conceived linear process involving largely economic factors, is often incompatible
with the complex social, cultural and political dimensions of societies pursuing different goals, reflecting
their own values. The ideology of development has all too often tended to damage the social fabric and
foundations- often rooted in traditions of communal solidarity- of the communities that have received
“development aid”
Just as no development strategy can be said to be culturally neutral, a culturally sensitive approach
to development is the key to addressing the interlinked social, economic and environmental problems
confronting the planet as a whole. Cultural diversity - which emphasizes the dynamic interactions between
cultures and sensitivity to cultural contexts - thus becomes a key lever for ensuring sustainable, holistic
development strategies. While the international community, in its attempts to operationalize the concept of
sustainable development over the last two decades, has begun to acknowledge the role of culture in the
development process, the cultural factor has yet to be fully integrated into the development equation.
The 1987 Bruntland Report of the UN Commission on Environment and Development (UNCED),
entitled our Common Future, was seminal in its assertion that genuine development must be sustainable denoting a form of growth “that meets the needs of the present without compromising the ability of future
generations to meet their own needs". At the 1992 Earth Summit in Rio de Janeiro, sustainability was
conceived in terms of the three pillars of economic viability, social responsiveness and respect for the
environment. These pillars have since served as the basis for important standard-setting instruments,
including the Convention on Biological Diversity (CBD) and the Nations Framework Convention on
Climate Change (UNFCCC). The 2002 World Summit on Sustainable Development in Johannesburg went
further by recognizing cultural diversity as a significant cross-cutting factor in sustainable development.
Cultural diversity must be seen as a cross-cutting (rather than as a separate, fourth pillar of sustainability),
with an important role to play in all development projects, from poverty eradication and the safeguarding
of biodiversity to resource management and climate change.
Câu 3: It is stated in the first paragraph that ______.
A. the development of a society is dependent on its social, cultural and political dimensions
B. the Western model of development has nothing to do the complex societie
C. there is no single model on which development strategies should be based
D. complex societies are equally concerned with traditions and communal solidarity
Câu 4: Which of the following can be inferred from the passage?
A. Vietnamese
C. picturesque
D. engineer
Read the following passage and mark the letter A, B, C, or D on your answer sheet to indicate the
correct answer to each of the questions.
Thunderstorms, with their jagged bursts of lightning and roaring thunder, are actually one of
nature’s primary mechanisms for transferring heat from the surface of the earth into the atmosphere. A
thunderstorm starts when low-lying pockets of warm air from the surface of the earth begin to rise. The
pockets of warm air float upward through the air above that is both cooler and heavier. The rising pockets
cool as their pressure decreases, and their latent heat is released above the condensation line through the
formation of cumulus clouds.
What will happen with these clouds depends on the temperature of the atmosphere. In winter, the
air temperature differential between higher and lower altitudes is not extremely great, and the temperature
of the rising air mass drops more slowly. During these colder months, the atmosphere, therefore, tends to
remain rather stable. In summer, however, when there is a high accumulation of heat near the earth’s
surface, in direct contrast to the considerably colder air higher up, the temperature differential between
higher and lower altitudes is much more pronounced. As warm air rises in this type of environment, the
temperature drops much more rapidly than it does in winter; when the temperature drops more than 4
degrees Fahrenheit per thousand feet of altitude, cumulus clouds aggregate into a single massive
cumulonimbus cloud, or thunderhead.
In isolation, a single thunderstorm is an impressive but fairly benign way for Mother Earth to
defuse trapped heat from her surface; thunderstorms, however, can appear in concert, and the resulting
show, while extremely impressive, can also prove extraordinarily destructive. When there is a large-scale
collision between cold air and warm air masses during the summer months, a squall line, or series of
thunderheads, may develop. It is common for a squall line to begin when an advancing cold front meets up
with and forces itself under a layer of warm and moist air, creating a line of thunderstorms that races
forward at speeds of approximately forty miles per hour. A squall line, which can be hundreds of miles
long and can contain fifty distinct thunderheads, is a magnificent force of nature with incredible potential
Trang 2/5 - Mã đề thi 209

for destruction. Within the squall line, often near its southern end, can be found supercells, long-lived
rotating storms of exceptional strength that serve as the source of tornadoes.
Câu 13: The expression “in concert” in paragraph 3 could best be replaced by ________
A. with other musicians B. in a performance
C. as a chorus
D. as a cluster
Câu 14: All of the following are mentioned in the passage about supercells EXCEPT that they _______.
A. have extraordinary power
B. can give birth to tornadoes
C. have circling winds
D. are of short duration
Câu 15: The word “benign” in paragraph 3 is closest in meaning to ________.
A. beneficial
B. ferocious
C. spectacular
D. harmless
Câu 16: It can be inferred from the passage that, in summer, ______
A. the temperature of rising air drops more slowly than it does in winter
B. there is not much cold air higher up in the atmosphere
C. there is not a great temperature differential between higher and lower attitudes
D. the greater temperature differential between higher and lower altitudes makes thunderstorms more
likely to occur
Câu 17: This reading would most probably be assigned in which of the following courses?
A.
